mike memoli joining us. >> reporter: we have just learned according to multiple officials familiar with the situation that president biden will deliver a primetime address this evening to discuss gun violence. this will be his most high profile effort to try to galvanize public action to stem these incidents as we are now reporting another one right now. of course, it's not yet clear if the president will use his remarks to outline executive actions. we heard yesterday from the press secretary emphasizing that biden has done baltimore by executive order on guns than any other president. it appears the white house is looking to use this moment to really continue to build support for congressional action. senators appear to be making progress. the president wanting to do his part to spur further action. this is a significant moment. the president has really only delivered primetime remarks of this sort once before to discuss covid early in his presidency. this is a significant development for the president now. we have been talking about his role in these discussions and what kind of role

and mike memoli. ali, give us the latest. >> we heard chris murphy on a dual track of negotiations happening between republicans and democrats, he says he's optimistic. i was really taking note of the fact that in that interview he said he's not going to let the perfect get in the way of the good. i think as you think about the policy window here of what's on the table for democrats, they seem to have really moderated their opening position here, putting on the table the things that republicans talk about all the time, like hardening schools, school safety and mental health, hoping to do that by pairing those approaches with things that democrats have talked about for a long time, including background checks and now a discussion over red flag laws. there's some overlap with what we're seeing in the house today, the house judiciary committee coming back for an emergency session today. that's still going on right now. they're marking up a package of bills that include, among other things, raising the ag

joining me now, nbc news white house correspondent mike memoli. to let this happen without a fight, so what's the white house plan? >> chris, i think what's soing -- so interesting is how the white house is framing. they're trying to reduce the number of cancer deaths in this country by half. it's an effort to reduce the number one cause of preventable detsds in this country, and that's tobacco use. they're also framing this as an issue of equity, citing the disproportionate exact of smoking tobacco addiction among black and brown communities as well. it's worth noting this is not the first time the white house is taking action that the tobacco industry is not happy with. they have already taken action to deal with menthol and flavored cigarettes targeting youth addiction to tobacco. but now the tobacco industry at this point is saying they're simply reviewing the rule that was published by the fda. they have a couple options here if they want to go up against this. the first, of course, is to file a legal challenge in court that's always an optio

nbc news white house correspondent mike memoli joining us.ut the potential of the boycott, is the white house worried, and why aren't all countries invited? >> reporter: the white house says the summit is going to go ahead despite the invitation list of who decides to attend or not attend. this is a potential embarrassment for the biden administration as they host this summit for the first time in nearly three decades. this is a summit that happens every three years. when you look at one of the major political challenges for the biden administration has been this migration surge at the border. what republicans have often called a border crisis under biden's watch. they had been looking to use this summit as what they called for a regional solution to regional problems. to try to get at the root causes of migration, especially in the northern triangle and central america. what we're also seeing now is a different issue has caused mexico and other countries to threaten to boycott this summit. that has to do with cuba. you may remember in 2015 i

we are joined by mike memoli the at the white house and senior analyst ron insana. we just heard from the president. this new proposal. talk about where it goes from here. >> reporter: maybe, but it seems unlikely based on the initial reaction we're getting from capitol hill especially. the president if you want to look and explain the urgency from the president, you only need to look at a new university poll that was just released in the last hour as well. the presiden his approval rating at 35%. 68% of americans saying that the high cost of gas is a major problem for them. and that they are making adjustments in their household spending because of it. this is a president that has been dealing with this challenge for some time. he's been doing everything he can to explain what he's been toing in terms of releasing oil from the strategic petroleum reserve, trying to coordinate that action with our allies, sending letters or members of his team are going to be meeting with oil executives tomorrow, but the president really trying in a much more comprehensive way than

joining me now is nbc news white house correspondent mike memoli. his would shave off 15, 16 cents a gallon. nice, but it's not going to get the price down to where it was last year, mike. >> reporter: yeah, that's right, katy. 18 cents is the magic number a tax holiday would mean. we have seen a number of states suspend state level gas taxes and a number of those states are led by democratic governors and legislators. you talk about gas prices hovering around $5 a gallon. the president's approval rating is around 40%, and his approval on the economy is lower than that. so that's driving the urgency on the part of the white house today. the white house has said that all options are on the table, the president is considering a range of actions. today, he was taking a walk on the beach and took some questions. let's hear what he had to say. t. >> yes, i'm considering it. i hope i have a decision based on data i'm looking for by the end of the week. >> reporter: now, there are of course some tradeoffs if you suspend the gas tax, you have to reimpose it
