joining me now is nbc white house correspondent, mike memoli. this is a very big deal. mike?n the u.s. and china has always been one of great sensitivity and great fragility. but never at such a high point in terms of tensions, as you lay out, at the moment. the white house officials are saying that they have been reiterating in contacts at all levels of government that the u.s. policy has not changed. that they still abide by the one-china policy, but they also will follow the terms of the u.s./taiwan relations act, as well. but given what they see as china's provocative actions of late in reaction to speaker pelosi's visit, they have filed a formal diplomatic protest. now, it's also worth noting the continued sort of, i think, calibration by the white house of their response. you saw john kirby from the national security council at the podium yesterday, saying that the u.s. will act as a responsible nuclear power. as an example, he said, the u.s. will postpone, only for perhaps a short time, a planned icbm test that the u.s. had planned for the near future, to show that the

let me bring in white house correspondent mike memoli who is traveling with the president in wilkes-barre pennsylvania, jonathan allen is with us along with former police chief and msnbc law enforcement analyst carmen best. as we wait for the president to take the stage, which we think will happen in nine minutes, there's interesting timing. the president was supposed to deliver this speech a month ago. he got covid. you know what happened inside that month. this search of mar-a-lago, lawfully executed search by law enforcement, that led some more maga republicans you could call them, allies of donald trump, to slam the fbi even as other republicans said maybe we shouldn't be going after law enforcement given that republicans have tried to position themselves as the party of law and order. there are interesting threads that president biden could pull on here if he chooses to do so. >> that's right. timing is everything in politics. look at the message the president was bringing here a month ago and he will bring again today talking in a defensive way about the ways in which democrats are

. >> i want to bring in nbc white house correspondent mike memoli who is in philadelphia and "politico chief and host of "way too early" jonathan lemire. mike, first to you. what should we look out for in the president's speech tomorrow? >> well, lindsey, this is a speech that the president has been building towards for some time and he's been testing out some of the themes and lines that we might hear tomorrow in some of his recent events. we saw it last week in maryland where he talked about the republicans, these extreme maga republicans amz he calls them as embracing political violence and not supporting democracy itself. yesterday you played some of that message yesterday talking about the idea of republicans not living up to their law and order bona fides. he also had a moment where he sort of ad-libbed to say, my goodness, whose side are you on? i think, lindsey, you know sometimes the venue is part of the message tanned that's certainly the case tomorrow night when the president will be speaking outside of independence hall here where the declaration of independence is signed.

mike memoli, i know you're traveling with the president. the white house did not get a heads-up about this. they weren't told that merrick garland was going to speak. they were not told what merrick garland was going to say. what are they telling you right now? do they have any reaction to what he revealed? >> nope. no, katy. they have no reaction so far to what merrick garland just announced, nor as we saw the other night when the search was executed at mar-a-lago was the white house in a position to say anything other than they learned of it only -- and the president importantly only learned of it from public news reports. and that is not just done to frustrate reporters like you and me, who are covering this and trying to learn anything we can about how the administration is responding to this. this is exactly the way it should be working in the view of white house officials. you remember president biden ran during the campaign on restoring the integrity and the independence of the justice department. and that means, as the president so

joining us now, nbc news white house correspondent mike memoli.n wilkes-barre, washington, ahead of biden's address there today. mike, give us a sense of how the president is really framing his accomplishments and putting them in perspective with what this country has been through over the past four to six years. >> well, mika, obviously, we've been talking about these midterm elections for months, but this is a white house that understands that when students return back to the classroom, labor day approaching, that most americans are really, for the first time, tuning into this question that's before them in november, about who is going to control congress and governorships across the country. even if president biden isn't going to be necessarily campaigning with every democrat across the country, you're really seeing him ramp up efforts to frame the debate, frame the discussion for the country as the midterms approach. as a top biden political adviser laid out to me, there is a two-track strategy here for the president. the first, he understands

joining me now is nbc news white house correspondent mike memoli who is travelling with the presidenteporter natasha. welcome. mike, you are going to see the president in a few moments. when i have been to wilkes-barre it has been raucous for donald trump. what are you seeing there and how so far is he being received? >> well, it's so interesting you say that because when i interviewed then-vice president biden a few weeks after hillary clinton was defeated by donald trump, vice president biden didn't shy from the fact that he saw this coming. when i asked him what was that moment he identified that trump had a chance to win, he said when he saw donald trump in wilkes-barre, pennsylvania, and he saw the crowd and said those should be our voters, democratic voters. we are close to scranton. these are neighbors, people like the ones joe biden grew up with. so this is an opportunity and a designed by the white house for biden to have the opportunity to try to flip the script on republicans ahead of the midterm elections on a key issue, and that is law and order. now, remember this was an

i want to bring in mike memoli who's covering all of that for us. before we get into the tiktok of watching everything progress on this. we did hear over the last hour, the president finally testing negative. hopefully this one sticks, what do you know? >> yeah, so does the white house there, yasmin. it's been 17 days, since president biden first tested positive for covid. then six days later, tested negative. they had this big triumphant return to the rose garden, a pardon by his staff. only three days later, to have one of those rare rebound cases, a week ago. we are talking about that. this is some good news for the president testing negative for the first time since that rebound case a week ago, according to a letter from his doctor, dr. kevin o'connor. the white house wants to wait for one more negative test before he would end that period of isolation. but really, yasmin, it is remarkable when we think about two and a half weeks during which the president has been largely sidelined, isolated in the white house, it coincides with some of the bi
