mike. mike pyles. the administration' perspective, you're on the cutting edge of this issue in your position. >> thanks for having me. i might take a step back and say, you know, russia's invasion has posed a test to the world at large. a test of, you know, whether we collective by li would respond to defend the principles that a free nation should be free of aggression to stand up for democracy, stand up for the sovereignty of nations, that is a commitment and a test that i think the world most particularly the ukrainian people have stood up and answered affirmatively to. but that test doesn't end when the war ends. that test only continues. and why reconstruction matters is that we've got the community of nations alongside the people of ukraine see this through not to just the conclusion of war but to rebuilding and reconstructing ukraine so that it can grow and prosper as a nation and so its people can grow and prosper. and meet the potential that they should be able to live out, having borne the burdens of this terrible war of aggression. >> is it also the case, by the way, that some have said not only winning the war but securing the peace. that's what i'm hearing you say, securing the peace here. that reconstruction is a core part of that. >> absolutely. again, the test won't be over until you kraib has the capability, has the footing to, as you say serk cure the peace, secure its prosperity as a free nation. >> thank you. let's go down to the end there, as you're director of general of the european commission, what's the view from europe on this question about reconstruction? >> i think reconstruction as my colleagues have said is absolutely essential, for us, principally for two reasons. first, don't forget that many of our member states border russia. so after this horrible aggression we want to be sure that the ukraine emerges from it in better shape than it went into this awful conflict. so there is a strategic importance attached to ukraine emerging victoriously, not just militarily but also economically. but secondly, ukraine is a country that will be a member of the e.u. it is one of our countries. future clints. so we need to -- we will integrate them in our system. for ukraine to be a successful member of the e.u., for the e.u. also to prosper, it is essential that the couldn't vi modernized and reconstruction is a success. for us that's not just important. i think it's existential. >> we're going to come back to you on that question of the e.u. heather, as president of the german marshal fund, the fund has put out a really substantial and significant report in this domain. we're going to give you a chance to talk a little more about it later. but how do you see this question and the importance of reconstruction? why is it crucial? >> thank you very much. i'm so grateful that the german martial fund is here on the stage because we were created 50 years ago as a gift from the german government to thank the american people for the marshall plan. i suspect in 50 year, the ukrainians will be sending a gift of gratitude for reconstruction to many donor countries. sometimes we forget our history which is why i think the german marshall fund is a memorial to the marshall plan which is why we leaned into supporting a modern marshall plan for ukraine. as the prime minister said if we were united in defense we must be united in recovery. we have to, i believe, think in the parallels of not only is the ukrainians counteroffensive going to be absolutely essential in liberating the occupied territories, but the same equal weight has to be given to ukraine's recovery because if russia believes it as the power to destroy, we have the power to build. that's the message of hope. that's what the marshall plan did 75 years ago for the 16 recipient countries of europe. and it's no accident that the head of the marshall plan, the european recovery program, was the foremost c.e.o. of the united states, paul hoffman. it was the unleashing of the private sect york great american countries sending their manufactured equipment. great american know-how is which is what allowed europe to fully recoverer in such a short period of time. we did it then, we can do it now. but we have to do it in a modern way. and this is where the german marshall fund has tried to think through what are the key step we have to take, time constraint, let me point out what i think are the six steps for success. number one as the prime minister was saying so clearly, transparency there. has to be built into all of the recovery, the transparency and the accountability that we need. from the top down. that's government and procurement and we know the government is working very hard on that. but it's also the bottom up. it's civil society. it's municipal leaders. it's everyone making sure that this is a transparent recovery process. we have to have accountability. russian assets must be put to work in order to allow ukraine to recover. unleashing the private sector, we need war insurance. we need strategic investment fund. we have to encourage these important, integrative market principles into the process. we have to expand the donor base. as much as these three gentlemen represent this fantastic g-7 donor coordination plat form we have other donors who need to be part of this process twoasm expand it. we have to provide adequate capital to the investment, the international financial institutions and finally, you know, ukrainians will rebuild ukraine. this is their private sector. their people we feel want to make sure that again, civil society is at this table. so we think those are the six steps and we really need that policy framework to allow this recovery to happen. >> you're going to be able to dive deeper in a moment on that question, we're going to expand it. but let's talk about the g-7 right now. it's crucial because as you know the g-7 has established an international donor coordination platform and also a secretariat, and the purpose of which is not only to coordinated abut to foster reform and promote reform, advance it as well as to engage the private sector in these efforts. so miket me come back to you here on this question about the g-7. i think many are asking, how is it all going to work? how will this mechanism actually harness if you will, the collective economic power in order to assist ukraine? >> sure. i think one answer is the g-7 has been hard at work doing exactly that. since the start of the war. as i think we talked about in the first question, part of that is seeing it through to the end. when we think about reconstruction challenge, i think there are several goals in mind. you know. what does it mean to build economic growth and job creation. what does it mean to create space for ukraine, implement an ambitious reform agenda and to have the partners that need to deliver on that. what does it mean to ensure broad economic stability is in place. what does it mean to have self-reinforcing dynamic such as that there's a positive dynamic unleashed that really allows private sector to step in and build and grow for the long term. when we think about the
