now includes giuliani's former administration staff member mike paul who said this. i believe his comments were disrespectful to president obama, his family and america. mike paul joins us now, along with eugene robinson the pulitzer prize winning columnist from "the washington post" and msnbc analyst. a former aide to rudy giuliani. we have your words criticizing this. you know this guy. you worked up close with him. do you recognize this man? have you seen this rudy giuliani before? >> i haven't seen this rudy giuliani before. and the reason why i haven't seen this rudy giuliani before is we were working on city issues and we weren't working on national issues and global issues. i have to say, i've got to keep it a hundred here like larry willmore says on comedy central, but this is no joking matter. you saw the mayor with a nervous laugh while he was on fox news. and i actually think that this is an abomination what he's saying. i want to separate myself as far as possible from him when i hear him say things like this. >> there's a separation between city stuff an

rand paul, mike huckabee, rick perry and others all have high net favorables among likely iowa caucusgoers, they all look good out there. jeb bush, his net favorability is low one digit, three. so for chris christie it's even worse. negative. he's the only big negative out there. 18. john, why don't they like christie out in iowa among your party? >> first of all, you do have to take some of this in perspective. everyone was talking about michele bachmann when she won the ames straw poll only to finish last in the iowa caucuses. with that said, iowa is a conservative state. chris christie is seen as relatively moderate, jeb bush is relatively moderate. the real problem for this in this poll is not where they are in the mix. it's that they have high unfavorables. they have to change a lot of minds which is difficult to do especially because they're not the type that's all of a sudden going to move toward the right. i think they have some problems. issues like common core, immigration. their positions are just not going to play with mainstream republicans in iowa. >> what i'm stunned with is

about foreign policy, that team knows this is a weak spot for rand paul among republican primary voters. it is also a weak spot for mike huckabee among republican primary voters. so how much of this stepping into foreign policy was about exposing or going toward the weaknesses of the other candidates. >> bush is trying to signal to donors and to activists that though he doesn't have too much international experience he comes to this race as an unapologetic hawk. so it comes from the bush lineage on foreign policy. he's sending a message that though there is some pockets of the gop that are war weary, he's not going to be cowed by them and will stand by his traditional position. >> we have the latest poll out, a national poll of the republican candidates with mike huckabee at the top at 16%. jeb bush at 14%, rand paul 10%.

mike huckabee, rand paul, and scott walker. the question is whether it is better for hillary clinton to have a coronation or is it better for her to have a tough nomination? >> this seems to be to primary question. there's a way to split the difference. no reliable candidates have emerged to take her on so far. but that does not mean she is not on the ground in iowa or new hampshire. that does not mean that she is not participating in public forums. it definitely does not mean the republicans will be dropping a study stream of research on her. if the clinton campaign had their way, they would figure out that it is somewhat a challenge. >> one of the biggest advantages she has is not having a serious challenger. financially, and every other way, while republicans tear each other apart, she remains relatively unscathed. if she goes out and fight for the nomination, even if there is a bunch of tin cans you are fighting against, you have to go and fight. without that opposition, people are worried that she will coast and kick back.

the person i know you are most impressed with his rand paul getting mike biundo up in new hampshire.> it's a quadrennial exercise in new hampshire. karl rove talks about the ideas primary. everybody talks about the money primary. by the end of the year, despite a lot of people saying jeb can't be the nominee, he will be the winner of the ideas and money primaries. >> we focus on the big guys in the gop a lot. we are going to give a lot of love to two potential candidates who, try as they might to breakthrough, have so far languished, rick perry and bobby jindal. those of their public images are marred by memorable television fiascoes. perry, his 2012 republican debate brain fart, and jindal's state of the union response. neither one of these guys has broken through. do you think either one of them can get in this game? >> i think they can. perry has got a big finance announcement today, about who is going to be helping him raise money. he's an underrated candidate, and he totally gets his margin of error is small. i think he's going to plant himself in iowa now that he's no longer go

mike meehan and david avella join me now. david, is this a good idea for rand paull he get it, more importantly? >> the growing number of republicans are telling me that they are concerned about this risky strategy by senator paul and it's time for him to make a decision about whether he wants to run for president or for the senate. there is no guarantee a judge would rule that he could be on both ballots and would potentially run the risk that if he got the nomination we would have the concede the eight electoral votes that kentucky brings to the electoral college or we could lose the senate seat because you can't get your name taken off the ballot in kentucky unless you're dead. so his name would be on both but he couldn't get voted on for both. >> it's so interesting because it's different in every state. for example, marco rubio in florida has said he will not run for both the senate and possibility for president. how do you see this? >> well, rand paul has a brand problem with this. one of the reasons why he's so popular is he intends to be a straight-shooter.

you've seen a number of republicans, particularly senators like rand paul and mike lee and ted cruz working on this from right of center, but also seeing them coalesce with guys like cory booker and patrick leahy. this is cats and dogs working together. it's an opportunity and this idea that some principles are bigger than politics. equal treatment under the law. innocent until proven guilty. that's what's brought us altogether. kennedy: this is a huge issue, and one of the specific complaints that residents of ferguson, missouri have had that they have been by race unfairly punished for something as simple as traffic times and when they can't pay them because the economic situation isn't so good, they get thrown in jail? >> i think you're right. and across the country, there's a lot of communities where crime is down, but still have a system in place where oftentimes, the punishment doesn't fit the crime. and so i think it's a really exciting moment to see that while many of the organizations that have come together may not agree on anything else, they agreed to work together on criminal j

rand paul 14. mike huckabee 10 ben carson 9, jeb bush 8. joining us from austin, texas, karl rove. i don't think tells it us very much. jeb bush is not going to run in iowa. i don't even know if he is going to compete there he is a moderate. and that's a conservative caucus. am i wrong? it a conservative caucus. 55 a 7% of the caucus goers in 2012 were self-identified social conservatives you do have a very conservative group of people that attend the caucuses. do i think. this first of all, i think there will be more -- a broader pool of people drawn into the caucuses this year because there is going to be a lot more candidates and that tends to generate more turnout. second of all the interesting thing in this poll is not exactly where everybody is but that there was so much movement between october and today for scott walker and you have to chart it to one fact. he went and made a fantastic speech at the iowa freedom forum which got played on radio and talked about across the state. >> walker was in very good shape. very very good shape. may be peaking too early. >> be careful.

and he's followed by mike huckabee, governor chris christie and senators ted cruz rand paul and marco rubio. certainly no question that senator cruz is much more popular in his home state. the latest snapshot from texas republicans puts him at the front of the pack with 20%. again, scott walker proving to be a strong political force nationwide right now, right behind him at 19%. but former governor rick perry didn't perform so well in his home state. he just got 8% support. >>> well in his 2016 budget blueprint, governor chris christie's proposing to pay back $1.3 billion into new jersey's pensions system. back in 2011 christie overhauled the state's employee pension, celebrating what he called a fixed problem. fast forward to monday when a superior court judge said that governor christie broke a law by slashing the promised payments and ordered the money to be restored. but as "the new york times" points out, the framework of christie's new plan mimics the old one, with workers giving up benefits and the state vowing to pay in full. the republican governor who's eyeing a 2016 preside

the latest poll out, a national poll of the republican candidates with mike huckabee at the top at 16%. jeb bush at 14%, rand paulon 8%. chris christie at 7% and everyone far below that. casey hunt, there's jeb bush looking at a national poll where he's not on top. and again, it seems to me that he's got a pump stronger hand to play on foreign policy with republican primary voters than mike huckabee does who is on top of that poll. >> lawrence, i think that one of the things, and you touched on this earlier with robert, is this speech sort of hit every single note of the sort of general republican platform on foreign policy, without being particularly inflammatory on any of them. so he sort of laid out his resume that was one point at a time, iran, isis, israel with the netanyahu point, where he talked about it in a very reasoned, measured way. but in a way that spoke directly to those primary voters. and i think that your point is a good one that in many ways huckabee will struggle on this front in a way that bush, while he does potentially have issues in a general election with his brother's legacy on iraq, is
