former congressman mike rogers, host of cnn series "declassified." we look at this brexit vote. you see the "leaves" are ahead now. they're saying they're predicting it. polling predicts that there's a very good chance, mike rogers, that britain will leave the european union. this is fascinating. so, i have to start by asking you, what's your take on what you see unfolding in the uk right now? >> you know, i just don't think they dealt with it very well, don. when you look what's coming out of brussels, it was causing chaffing for years, especially in great britain. they had to fight back on the level of benefit payments for migrants across europe who showed up in britain. that caused problems. they had some tax issues where britain wanted to exclude certain things, medical and certain food items that brussels disagreed with. so, this mantra of 60% of the laws now that britain lives under happens in brussels, of which they have very little representation. at least that was the brexit campaign talk. when they're adjudicaed those judges are not british citizens. brussels continued

cnn national security commentator mike rogers joining me now. what are the key things to learn from any portion of a phone call like this. >> well, this will help communicate to forensic psychologists about what his state of mind was when he walked in to conduct the terrorist act. number two, you will learn about his motives. he will likely -- and we have seen some of these prescriptions already -- lay out what his motives were. i think there's a lot of public debate about what they were and was this a target of this demographic of americans or another. we do know he picked three different locations. this is the one he finally went to. all of those conversations will be used to try to make sure they come to the right conclusion about motive, allegiance to isis and why he picked the target. >> you're also host of cnn's new series "declassified" that exposes the untold stories of american spies. let me play a clip and let's talk about it. >> we were looking all around the world for recruits who were vulnerable to our approaches who we could turn.

joining us now to discuss all of this cnn national security commentator mike rogers and host of the new "declassified." as a former congressman, as a former fbi agent i can't believe i have to read something like that. i can't believe i have to state that. that being on a terror watch list it doesn't put you in the category of the other bad guys who we won't sell weapons to. how is this happening? >> there's a big disconnect. there's a list called tide that there are some million names on. i think the criteria is not great. i hope this is an opportunity, unfortunately, as it is to try to reconcile that. so even the fbi investigating this individual for ten months, which is a huge commitment on behalf of the fbi, they introduced confidential informants, meaning people in his pattern of life giving information back. they did surveillances. apparently they did multiple interviews of him but some of the people around him. that's a big investigation. even with all of that their determination wasn't enough to get on the list. this is the time to review what it means to be on that list and how

and former fbi director, and mike rogers.i think we heard brook describing this with, except for the shattered glass and ceiling tiles, you almost would not have known this had happens. why is it important to get things moving so quickly? >> yeah, in brussels it took the belgians weeks to get it up and running. i think this was a deliberate effort to get a message that isis tried to undermine their image as a place safe for business and visitors by getting the airport up and running and functions in less than a day after the attack. they're saying this was just a lapse, we're back in business. the idea with the attack was to hurt turkey's tourism industry. it brings about $30 billion in revenue. istanbul is the sixth most visited city in the world into it would have really have hurt their image. i remember as a kid when i was raised in turkey, airports had similar security as what you would hear now. and i think turkey has that history. it's not hard for them to get good security up and going. >> are there any vulnerabilities

i agree mike rogers said on cnn earlier that donald trump has to respond to this.rump has two big obstacles, two big head winds in the race. the first is there's a large portion of the country that views him in essence as a candidate, white racial back lash, trying to turn back the clock demographically. the more important point that ana was getting to, a majority of americans question whether he has the temperament to function as president. hillary clinton was kr crystallizing that. there were bites of the speech you could imagine as an ad or pointedly as an answer in the first presidential debate next year, putting the image in the mind of the country, is this someone you trust to make life and death situations in "the situation room," other than wolf blitzer i suppose. >> manu, let's talk about the other development, paul ryan finally after all these weeks writing an article in his hometown newspaper, the gazette, saying i feel confident he would help us turn the ideas in this agenda into laws to help improve people's lives. that's why i'll be voting for him in
