republican congressman mike turner joins me now from capitol hill. he's a senior member of the house armed services committee. congressman, welcome. >> thank you for having me. >> so we know a briefing just wrapped up between administration officials, specific members of congress. hours ahead of the president's big speech tonight. have you heard anything coming out of that meeting, sir? >> nothing yet. i think certainly everyone is looking for the president tonight to make the case that isis is a direct threat to the united states. that he intends to use military force and resolve to destroy isis. that he's going to look to a broader coalition. united states not just going alone. people expect it will be military action both in iraq and in syria. >> we are hearing about this blank check that the president wants from congress to fight isis. what are you hearing, congressman turner, about that? what specifically are you hearing as far as how that will be distributed financially to the fight overseas? >> you know, i think overall you heard from congress

. >>> let's bring in congressman mike turner republican from ohio.a member of the armed services committee. a pleasure to see you. >> i know you and your colleagues were briefed yesterday by senior administration officials on threat posed isis and the strategy to defeat them. what can you tell them. >> the president doesn't have good options here. president allowed the situation to unfold where iraq has become destabiliz destabilized, isis has a stronghold in syria and as a result essentially invaded iraq and hold a significant amount of territory. with a destabilized iraq the conditions that are in syria, the president is now seeing, i think, correctly so, eye skis has a national threat to the united states, i think his strong statements of a commitment to defeat isis is important. this it a murderous group of people who clearly see the united states as their enemy. and certainly the president cannot allow these events to continue to unfold. >> i think back about the iraq thing about the armed forces and how they ran. there were 200,000 iraqi member

joining us from capitol hill is ohio republican congressman mike turner, a senior member of the house arms services committee. congressman, thank you so much for joining me today. >> thank you for having me. >> we know the president is set to speak later this hour and, of course, there's some level of expectations that he will likely reiterate this vow of no boots on the ground. however, yesterday the chairman of the joint chiefs of staff martin dempsey says he has not ruled out recommending u.s. ground forces to the president. in a little bit of back-and-forth there. i'm curious what you're looking to hear from the president today. >> well, certainly you have contradictory messages coming out of the administration. general dempsey making it very clear his assessment could include a recommendation of ground troops. this significant question on capitol hill is the president's preposal to arm syrian rebels goes forward both in terms of whether or not we can ascertain correctly who these people are, what risks there will be of arming them. but also the issue that general kean testified a

joining me now is mike turner from ohio, thanks for joining us . again, what are the biggest questions on your mind after hearing the speech. -- speech? this day, the flags at the r half-mast commemorating 9/11. we have to look at the president's speech in memory of 9/11. osama bin defeat laden or al qaeda, the enemy is islamic extremism. beganesident's speech with saying he had taken the eye off the ball. ensuresaying he would islamic extremists would be held that they, instead he focused on withdrawing our troops. the president's speech stated the right things now we have to see whether he will follow through. if he does not, we will have real threats are emerging. >> there seems to be no question about training iraq he troops to iraqi troops to repel islamic militants. are justyrian rebels as bad as the islamic militants and just as evil, will there be any consensus on training them? part of the problem that the president has. because he took his eye off the ball in iraq, they allowed isil to get a stronghold in iraq, and the ball ineye off syri

>> so mike, if nina turner doesn't win the secretary of state's office in ohio, can we come to the conclusionr make the assumption or speculate there will be more of this stuff, maybe even before the supreme court in a major state that traditionally effected the white house run? >> i don't think we have to speculate. we stee in wisconsin and north carolina. what happened with this court, ed, is they have become so predictable. the sign of a dysfunctional court, when a court becomes so dysfunctional that you can predict within 100% of what they're going to do, when you a majority like roberts and thomas, when you have these characters all together and you know ahead of time that they're always going to vote against the consumer, they're always going to vote against the expansion of human rights, against the environment, they'll always vote for the corporation against the little guy, they'll always vote for the personhood of a corm ration. it is comically predictable and you know that course is dysfunctional. there is a test that constitutional lawyers use all over the world. this is one of the
