mikulski: i object. the presiding officer: objection is heard. ms. mikulski: madam president? the presiding officer: the senator from maryland. ms. mikulski: i want to acknowledge the -- first of all, that the gentleman from kentucky's long-standing views on foreign policy and also on this process. what i want to just say is that, number one, the senate bill and the authorization in title 10, which we have here, takes us only to december 11. so this is temporary. what we hope is that the appropriate committees have additional legislation that they're working on that we can really look at other matters like greater authorization on the war that the greater refinement of the title 10. so i acknowledge that there is much to be debated. i say to my colleague from kentucky we have allowed four and a half hours of debate. quite frankly, if he has views on it, i look forward to hearing those views. so my objection is not meant to be pugnacious at all, but in the way that the leadership has agreed to move this bill, that's where we stand. but i look forward to hearing the debate. mr.

mikulski: thank you very much, mr. president. first, i'd like to thank senator -- the gentleman from connecticut, senator blumenthal, for his words really on what the middle class is facing and his particular advocacy in behalf of women. it's well known and really much appreciated. mr. president, i come to the floor today to really talk about middle-class people who are trying to go by the rules. but before i do on this auspicious day -- september 11, 2014 -- i would like to pay my respects once again and express my heartfelt sympathy to the families of people who died on september 11 throughout this country, at the world trade center, at the pentagon, in pennsylvania, to the wonderful first responders who risked their lives and they themselves perished, to those who were wounded or sick and bear the permanent burden of their response to that awful tragedy, and to the families of the loved ones who live with it every single day, that have that absent chair at christmas or thanksgiving or hanukkah or whatever is your faith holiday

barbara mikulski was the senator and there was finally too.he said i'm going to start having a meeting. so they started having dinner. and so now we have these dinners with all of the women senators and what we do is get to know each other as people and as friends and women and daughters and sisters and mothers and we care about each other. so it's not surprising every village village were passed in congress i got a strong republican women helped me get it done. why aren't we standing with first responders on the house bill? susan collins led the charge on the repeal and made sure that we had a republican if we needed it. 20 out of 20 women agreed on a nine out of ten reforms it was only the one reform 17 out of 20 agreed on. so what we see is that women have a disposition that they want to find common ground. they want to build consensus and have something done and it's one of the reason they work so hard to get winning elected. i want them to be practical, find the things we agree on and move from there because it is often how we are built a

senator barbara mikulski's paycheck fairness act addresses paycheck gender discrimination. more than 50 years after the equal pay act, women today doing the exact same work as a man make 77 cents for every $1 that a man makes. this just isn't a woman's issue, mr. president. it's a family issue. it's an economic issue. for most americans, the answer is very simple. a woman who performs the same work as a man should be paid the same is that man. women and men support equal pay for equal work regardless of gender because it's fair. that is everyone except senate republicans. senate republicans simply cannot accept that simple notion that they should be paid the same for doing the exact same work. senate republicans believe it's fair for men to be paid more than women for doing the exact same thing. it's hard to comprehend but that's obviously what they believe. on three separate occasions over the past four years senate republicans filibustered the paycheck fairness act. they prevented a vote on this issue, this issue of basic fairness. but today is a new opportunity for senat

earlier this month, senator mikulski and i met with students.e met with students from the university of maryland, baltimore county, we met with students from bowie state college, we sat around a table and listened to their story. bowie state college is one of our historically black colleges and universities in maryland. it's a pretty reasonable tuition cost. much lower than most state colleges and certainly a lot lower than private schools. so senator mikulski and i were shocked to find that the average amount of debt today at a state college like bowie is over $27,000 of debt that a graduating senior has. now, mr. president, that affects their decisions. we were there during the first week of school. we talked to the president and the president said he still doesn't know the enrollment this year because there are a lot of students who had preenrolled but until they paid their cost they're not fully enrolled and a lot had had not fully enrolled because they didn't know how they were going to pay their cost. we heard from students who showed up f

as senator mikulski often says, in 50 years, women have only gained a few cents. in 2009, i was proud to support and vote for the lilly ledbetter act, which president obama signed into law. it was the very first bill that he signed into law upon his election. without this law, women had only 1080 days after their first discriminatory paycheck to challenge it, even if they only found out about it years and years later. after all, lily's employer did not announce that they were discriminating against her in pay. so in her case, it took many years, and she was far beyond the 180 days that the supreme court said would be the time frame in which she could try to get redress. so while the lilly ledbetter act addressed one part of the equal pay problem, if we're going to make sure that all women get a fair shot, we need to pass the paycheck fairness act. this bill would require employers to prove that pay gaps between men and women are based only -- only -- on a business reason and not on gender. the paycheck fairness act will make it easier for workers to compare their

senator mikulski and i last thursday were on the campus of bowie state university and umcm. we had chance to not only meet with the president of bowie state university but with students around the table to talk about how they go around trying to arrange for scholarships and loans in order to be able to afford a college education. bowie state university is a good buy compared to other colleges. tuition is only around $5,000. you would think that those students are in good shape. but let me tell you about the realities. dr. burnham was explaining to us that on the first day of school many students who they thought would be enrolled were not enrolled. why? because they couldn't put together the total financial package in order to satisfy the tuition costs. so they were not formally enrolled. i was talking to some students at that round table discussion who explained to me that there were student whose showed up for the first day of the class without the textbook because they couldn't afford the textbook. they're going to be behind before they even start because of the high cost
