whether it's in the military or mr. it's outside the military, a crime is a crime and it ought to be punished. shouldn't be overlooked as so often is the -- is what happens in the military. we've been pushing for this bill ever since. despite promises from the department of the defense that they had everything under control. we heard time and time again about new initiatives to stop sexual assaults and harassments and yet, things are worse today than when we started out. they haven't worked in the most recent review, almost 21,000 soldiers were victims of sexual assault. only 4% of the cases went to trial. 62% of those who reported sexual assault experienced retaliation, retaliation just because you shouldn't be hurt, just because you're in the military and people can get away with it. and in two-thirds of these cases, the retaliation comes from inside the chain of command. the department of defense has had more than enough time to try their way to fix this problem. and it's clear, a new approach is needed. and it's the

and military family. the first is to define the problem and for over 20 years, congress has asked the department to do just that but it has not. the problem remains. in fact earlier this month there was a study released that found that despite the statutory requirement the dod has not collected comprehensive data on the number of allegations of domestic violence. a subcategory of different types of domestic abuse that constitute offenses under the uniform military justice and related actions. and even though we know over 40,000 incidences met the criteria for domestic abuse between 2015 and 2019 and 74% of these were physical abuse. twenty more were never counted by the department and how many were never reported for more than 20 years, no one can say. according to the dod annual report on child abuse and neglect and domestic abuse in the military, most of the perpetrators and victims are our most junior servicemembers themselves. they are the young, inexperienced, away from home isolated from the family
