david lee miller is live in venice, louisiana. good to see you again.t went wrong with the latest attempt to stop the huge gusher? >> reporter: well, according to bp, it was a problem of alignment and to simplify this, the tube is one mile long in length. the tube is to connect to a framework type of box on the ocean floor and for reasons that perhaps even bp doesn't understand, the pipe and the framework wouldn't align. the framework has been taken to the surface and readjusted. now it is on the ocean floor and they are ready once again to attempt this idea of taking a 6-inch tube, putting it inside the pipeline and siphoning up the oil. if it's successful t should stop three quarters of the leak. this is not a solution. it is essentially a way to minimize the damage now being done. it's going to take considerably longer to actually stop the oil from leaking entirely that will ultimately require a second or third well-being dug and that could be months away. harris. >> harris: wow. slow it down. scary stuff i. know they'll use chemicals and there has b

david lee miller is live in venice, louisiana. how significant is this? >> reporter: as you point out this is a very significant development. i say that in the context of the fact this is the very first time gregg, that bp has been able to channel oil that has been leaking into the gulf up to a tanker ship on the surface. so this proves that the tube insertion process they are in the process of trying to implement can be successful. the tube was dislodged during this test, but they say it is now back in place. the important thing also to keep in mind, this is not a cure all. bp says it's only going to contain some of the oil. there is another leak. the final cure is ultimately going to have to be some other type of well to relieve the pressure. as we said all along, that is a matter of months away. nevertheless, this is a significant development that could dramatically reduce the amount of oil being released into the gulf. >> gregg: what do we know about these underwater plumes being reported. they are not on the surface visually from the air but rather s

david lee miller is live in venice, louisiana, with the very latest. hi, david. >> reporter: hi, shannon. the latest developments now, fox cannot independently confirm, but there are reports that bp successfully was able to insert into the riser pipeline that is leaking the oil into the gulf, a tube a mile long. this is the tube that would then channel that oil up to the surface. according to these reports, they have been able to insert the tube, into the pipeline, but they have not yet been able to channel the oil to the surface. they were successful in channeling natural gas and they were able to burn that off. apparently two robotic submarines collided into one another and disrupted the pipeline and the tube. again, it's hoped they will have another crack at this later today. we were in touch with bp, a spokesman identified as mark operatingler told us he could not confirm or deny these reports. he did say the riser tube operation as this is called, is an ongoing process. he said if there were any significant developments, we would be made aware of

david lee miller is live in venice, louisiana, with the latest. hi, david. >> reporter: hi, shannon. at this hour, the oil continues to gush into the gulf. b.p. estimates as many as 210,000 gallons a day is leaking into the gulf. some scientists say that rate is considerably higher, as much as 12 times higher. the bottom line is no one really knows for sure. b.p. is trying to contain the leak and the chief executive says he hopes the leak can be halted in ten days but he points in out a worst case scenario it could take longer. how much longer he says is impossible to predict. and b.p. has not commented now on the latest effort to stop the leak that is inserting a six-inch tube in 21-inch pipe leaking and siphon the oil to surface and awaiting tanker. to the clean-up operation in the gulf, the government has given the green light for b.p. to use the chemicals under the water. disbursements have been used on the surface, but this is unprecedent and a number of people here are very concerned that the chemicals could cause further damage to the voorm

miller?>> governor beshear at the state level, opposed to a broad-based tax increase at the time and in terms of the federal tax will be for door delegation of. >> okay. there's no question that the transport program is running a deficit. it needs funds, and the gas tax is the workhorse of the federal highway trust fund, there's very little option that can replace it at this time. however, we do have strong enough criticisms about the ways the program is structured today that i personally would not support increasing the gas tax until we pursue a substantial form it comes to the transportation program. once we can be assured it will be reform the gas tax is the only viable solution for the short term. that said, we know the long-term sustainability of the gas tax is a question, driving much less, driving much more fuel-efficient vehicles, and so for the long-term went to start thinking about other sources of raising revenue for the highway trust fund. vehicle miles tax, lots of things have be
