roosevelleftwich is live in millersville, what led to this arrest? >> reporter: with his second dui accusation dwyer is being asked to step down by both his constituents and also some of his peers. he was arrested early tuesday morning by anne arundel county police. officers say he was driving and swerving badly on route 100 near edward rainer boulevard. his latest arrest is a little less than a year to the day when dwyer crashed a boat into another boat full of children on the nothing thee river. he pleaded guilty for driving under the influence. a man on the boat says he's not surprised. he says he's trying to keep his chin up and stay positive for his grandchildren who were injured in that crash. the charges against dwyer won't get him kicked out of office because they're misdemeanors and according to the rules of the house would not keep him from serving as a lawmaker. maryland speaker of the house says in part delegate dwyer's conduct and indiscretion has put him in conflict with the laws of the state and is unbecoming of a legislator. he went o
