general milley said he was in the system.erally speaking, can you explain the evaluation process here? how long it takes, what this entails? >> sure. while there is screening effort for a lot of returning soldiers, the first step oftentimes they have to identify they may be having some of these symptoms and seek out an evaluation. so that's an important first step. it can take some time to get an evaluation when you're actually going through this. unlike a routine physical exam, a thorough evaluation for ptsd can take a couple of hours. it's pretty intensive once they do it. you're looking for evidence of some sort of trauma, either real or perceived threat you may have had. you sort of reimmerse yourself in this or reexperience it. you may be having avoidance type things. ultimately there's a change in mood that affects how you conduct your life. but they have to sort of evaluate for all of this. what was the trauma, how long ago did it occur? it can take some time for the symptoms to develop. so it's tough sometimes. i will

when general milley made clear here today was that lopez had a long history of mental instability. he says that was a fundamental underlying cause. he says there's an investigation under way to see if lopez is receiving the proper care, the treatment that he needed. and an overall investigation into the system as a whole, whether it's working the way it should, in light of the fact this is the second shooting here in 4 1/2 years. also, general milley talking about all the selfless acts of heroism and how that likely prevented this from being an even bigger tragedy. this particular he talked about a female mp who confronted lopez in a parking lot here yesterday. let's take a listen to what he said about that. >> a short time later the shooter showed up, approached her at approximately 20 feet and, as i described yesterday, put his hands up and went down and underneath his jacket he pulled out the .45 caliber smith & wesson weapon, at which time she saw that, interpreted that as a threat, correctly so, then engaged him with small arms fire, at which time the shooter did a self-inflic

commander mark milley called lopez's mental state a fundamental underlying cause. on we have very strong evidence auat he had a medical history a at indicates unstable psychiatric or psychological condition. oriseporter: preliminary searches of terrorist databases have revealed no connections with any terror group, and sources say lopez had no significant criminal record. now, investigators are utterviewing lopez's family, and s, tg through his computer files, trying to find some explanation for the attack. federal officials say lopez purchased the weapon used in the matack, a .45-caliber smith & wesson semi-automatic pistol, on march 1 at guns galore, a gun dhop near the fort hood base. lopez passed a background check and registered the gun in his name. guns galore is the same store where major nidal hassan bought the gun he used in a 2009 rampage. while the motive in this latest case is still unknown, scott, investigators say there is clear pridence of preplanning. lopez smuggled the gun on to the e se with enough ammunition, we're told, to fire dozens of rounds.
