general milley, you spoke of -- you spoken to your counterpart?o you believe after what you have seen that this was intentional? is this considered an act of war? >> thanks for the question i will not speak for my counterpart, nor will i get into the details of our discussion but i will reiterate that the u.s. will operate wherever ternational law allows. we take any potential for escalation siously. that is why i believe it is important to keep lines of communication open. i think it is really key that he -- we're able to pick up the phone and engage each other. i think that will help to prevent miscalculation going forward. >> on the intentionality, i do not know. i plan to talk to my coterpart. have a scheduled call. was it intential? do not know. we know that the interception was intentional and the aggressive behavior was intentional and unsafe. the actual contact of the russian fighter, the physical contact, not sure, but i can tell you with certainty that we have absolute evidence of the. contact . it was aggressive. we had video evidence.

general milley: there is risk. first of all i'm writing one of the memorandums you mention, i concur that we need to wait until there is a study complete, due in in september. therefore you make a fully informed decision. making a decision right this second is not a good idea. i concur it needs to be shared, sure. no problem. the issue is how to do that. we need to do that in a way that doesn't jeopardize national security. what we can't do is vacate the spectrum. sharing it, fair enough. if we can figure out a way to do that without placing national security at risk. if we were to give up that piece of the spectrum, it would have a significant, huge impact on our ability to protect north america, our ability to protect the pacific, europe, or anywhere else. that is the -- part of the spectrum. we use radars, communications, ships, navigation. it wouldn't be good if we didn't have access to that part of the spectrum. there is a study ongoing, due in september. i would caution everybody to wait until it is done and
