it comes after the city reached an agreement with santa clara county and milpitas to build homes nearit points. ktvu sally rasmus joins us live the show us the area ali sal. we're talking about the neighborhood near first street and close to the berryessa bart station in north san jose. so this empty lot here behind me would be where some of those 32,000 homes and units would be built. but it's a pretty residential area you can see just across the way. there's already several apartment complexes here. there's more under construction here and on the other side of that empty lot. we just showed you is a v t a light rail station, so the idea is that this development would be very close to public transit developers in the city of san jose had been planning to build this massive housing development for more than a decade, but face the threat of a lawsuit from the county of santa clara and the city of milpitas. they were concerned about traffic congestion in the area. but over the weekend, san jose's mayor sam liccardo, announced the three local governments had reached an agreement and the

later this afternoon these new metering lights in the northbound direction of 680 between milpitas and pleasanton, so this afternoon caltrans will be activating that metering light right there. this is the northbound on ramp from bernal avenue to 680 and other several on ramps. you can see on the map these new metering is starting at eastbound and west calaveras boulevard, sunol boulevard, stoneridge road, bernal avenue and vargas road. the lights will be turned on between 2:00 and 8:00 p.m., only when there's a lot of traffic according to caltrans. otherwise they'll be turned off or stay continuously green. anyone who commutes here in the bay area is familiar with metering lights. they're designed, of course, to spread out the traffic and prevent vehicles from clumping up on the freeways, especially now that traffic appears to be at or close to what it was pre-pandemic. >> definitely back to normal. it takes me about an hour to get down to the south bay, all the lanes are pretty clogged. yeah, it's pretty normal now. >> i think it's good. i think the metering lights are done based on

from the county of santa clara and the city of milpitas.bout traffic congestion. but over the weekend , san jose's outgoing mayor sam liccardo, announced the three local governments had reached an agreement and the project will now move forward. part of that deal means that the city of san jose will have to pay to expand the 80 montague expressway to at least four lanes. there'll be other traffic improvements that will need to be paid for by the city of san jose as well. but san jose's mayor says the idea is that people living in this housing development eventually won't even need to drive. so coming to agreement with the county is finally getting enable us to build housing, particularly the affordable housing that's near transit, the kind of housing that won't create a lot more traffic because we have a light rail line and apart station nearby. now at least 20% of these 32,000 housing units will be designated as affordable housing. what does that mean here in santa clara county will by 2022 standards, it means a family of four can't be mak
