milwaukee was once bigger than atlanta or dallas or boston. followed the jobs out of town, even harley threatened to leave last month until $30 an hour union workers agreed to a seven-year wage freeze. i head into the old neighborhood, filled with anxious dread. yeah, this is it. my folks split up when i was pretty young. and since my dad had been in the army, mom qualified for v.a. housing, so, some of my earliest childhood memories were formed right here in this housing project called berryland. to my amazement, it seems wonderfully preserved. this goes down to the basement. and, you know, down there was my rocking horse trigger. put some miles on trigger. another single mom, joan, has taken loving care of our old home and i meet another product of these sheriffs, the milwaukee county sheriff. between flashes of nostalgia. >> it looks so small. >> reporter: he shares the grim reality. >> we're part of that rust belt. the manufacturing basis left. the new economy is the computer. we're still chasing smokestacks. >> reporter: i roll to my elem

in milwaukee, thousands of people have been getting sick. man: private distributors of bottled water are sending extra supplies as fast as possible. health officials blame a microscopic parasite called cryptosporidium. man: in the 1993 cryptosporidium outbreak, over 400,000 people became ill with diarrhea, cramping and nausea, and we also recorded over 100 deaths, primarily in the immuno-compromised community, and in particular, individuals with aids, or hiv infection. man: people were beginning to experience symptoms of diarrhea. it started to become more and more widespread. so the natural spot to look was drinking water. so tests were run on the water coming out of both of our water treatment plants. and we found cryptosporidium coming out of our howard avenue plant. man: milwaukee officials are shutting down one of the city's two water purification plants. biedrzycki: cryptosporidium is a parasite that's found in the gut or intestine of both humans and animals, and found in many surface waters throughout the globe. prior to 1993, it was

obama was in milwaukee just two weeks ago. so he's going to make it just a regular stop. the problem or the great challenges, that what people are concerned about is that unemployment rate. and, frankly, the deindustrialization. and very little of what president obama said yeed will insre quick confidence about bringing those unemployment numbers down. >> talk about the real unemployment numbers. when they talk about 9.6% when you're talking about young people, we're talking in the range of, what, 35%? communities of color and young people put that together, we're talking over 50%. >> yeah. the unemployment figures that come out at the beginning of evermontare a complete fantasy. they were restructured several decades ago to make presidents look better. but reality is that the department of labor does bring out a figure where it includes people who have given up on looking for work. and that's literally millions and millions of people, as well as people who are severely under employed. those are folks who they may work a couple of hours a week, maybe 10 hours a week, but

[applause] milwaukee, it was folks like you that built this city. it was folks like you that built the state. it was folks like you that forged the middle-class all across the nation. it was working men and women who made the 20th-century the american century. it was the labor movement that helped secure some much of what we take for granted today. the 40-hour workweek, the minimum wage, family leave, health-insurance, social security, medicare, retirement plans, the cornerstone of the middle-class security all bear the union label. [applause] it was the greatest generation that built america and to the greatest force of prosperity, opportunity and freedom the world has ever known. americans like my grandfather who went off to war just boys and returned home as men. then they traded in one uniform and set of responsibilities for another. americans like my grandmother who rolled up her sleeves and worked in a factory on the home front. when the war was over, they studied under the gi bill and they bought a home under the fha and they raised families

i am proud to be the milwaukee county executive. i took on the political machine here in milwaukee county. when i was serving in the legislature, a lot of people in madison said that this was a dead in the politically. i said that i did not care. i needed to fix the problem for our future generations. we have taken of those challenges to prove that we could take on the political machine here in milwaukee county. i am proud of that. when i tell that story across wisconsin, i tell them that we inherited the pension scandal and the taxes that have gone up under my predecessor, and they see many of the same challenges that we face today all across the state. the other thing that i have been criticized about is that when i got into this race, i understand that campaigning to be governor means more than just showing up for a few minutes here or there at the end of the campaign. it means spending the time in your area but also in wausau and everywhere in between. i understand that as governor, i will be an advocate for every part of the st

president obama spent the holiday in milwaukee talking to union members about the economy and topic number one for so many families right now -- creating more jobs. according to the august unemployment report which came out on friday, nearly 15 million people are without jobs on this labor day and another 9 million are working part time, not because they choose to, but because they cannot find a full-time job. the obama administration is unveiling new plans this week to try to boost job growth, but today's speech was as much about politics as it was about new programs with the midterm elections just eight weeks from tomorrow. joining me now from the white house, nbc's mike viqueira. mike, good evening. >> reporter: good evening, kate. the president told supporters today there is no silver bullet for what ails the economy, but in a speech that quickly became a political stemwinder, that didn't stop him from firing away at republican opponents.
