it appears that the victim and adult female was inside a minivan. there was some kind of an argument or altercation. she, according to witnesses, tried to get out of the minivan and pulled back in and shot and then pushed out of the minivan on to the roadway here on connecticut avenue south. traffic disrupted and backed up in all directions. police chief thomas manger on the scene and gave us an update just moments ago. >> following up on a number of leads. i do think that at this point everything points to the fact that this was not a random act. so -- my guess is -- and with everything that we know right now, the victim and the suspect were likely known to one another so that this was not a random incident. at this point we are still following up on all the lookout information that we have. >> reporter: as far as the lookout information, they are looking for a green or gray minivan. there have been different accounts from witnesses. they have a license number but are not sure of it because witnesses are giving them variations. it appears to be a t
