you can see the minivan at the base of that tow truck.are getting ready to pull it on there and then get it out of the way to get the ramp reopened. as we go up the embankment, you can see some workers there trying to repair the guardrail that the minivan crashed into when this came over that embankment and down on this ramp. let's take you through what happened this morning. it all started about 1:30. the chp says they had two officers in two separate cars parked at a construction site about a mile and a half up. they heard this minivan before they saw it because they said the right front tire was flat. so they heard it coming. it wasn't speeding but they both pulled out to try to make contact with the driver to find of figure out what was going on. they say moments later, the minivan hit the center divide and then veered back over the lanes of traffic and flipped over and went down the embankment. the chp officers say they all watched it happen and it happened very quickly. >> i'm not sure if they had lights on yet. they theard the vehi
