cnn's omar jimenez joins us now live from minneapolis.the beginning, going back to those difficult moments after george floyd's murder. tell us what this means for the future of policing in that city. >> reporter: yeah, i mean, look, i'll tell you one thing, this isn't going to be the end of attempts to try and reform the minneapolis police department. people on both sides of this debate, the yes and no of the ballot question, all believes that whatever was happening right now wasn't working the best -- or as well as it should be. so, again, just because this ballot measure failed, i have a feeling we're going to see further pushes in the future. and to remind as you mentioned this was a ballot measure that would have replaced the police department with a wider encompassing public safety department. it was never going to get rid of police officers in a single vote. one thing i heard consistently from those who plan to vote no in recent days, they didn't believe the ballot language was specific enough about what this public safety departme

in minneapolis there's a wrench in the police reform.lace that city's police department and replace it with a department of public safety. it's a change police reform advocates had been pushing for since the murder of george floyd. the city's police chief and mayor were against the proposal on the ballot. shaquille brewster is in minnesota for us. we were talking about it yesterday. voters who supported the proposal, how are they reacting and what's next for police reform in minneapolis? >> reporter: you know, the unique thing about this campaign is the idea that both sides, the people who supported this amendment and those who opposed it, both sides in the campaign were pushing the idea of police reform. even the mayor last night who was opposed to the amendment during his speech, he said the first thing he wants to do is enact true police reform in this city. the real difference was how best to get that police reform. opponents of this measure said that it wasn't through restructuring the city charter and eliminating the police departm

it's on the ballot today in minneapolis and in new york city.nding of how we use the police. >> in many ways even try to start that conversation in a number of circles, errol. as we look, too, the other thing getting a lot of attention in new york city, vaccine mandates. we know that curtis, the republican, very much against bill de blasio's mandates in the city. adams mostly supports them. that, too, is sort of emblematic of what we're seeing around the country. yes. i would tell you, though, erica, i was a little surprised. i moderated a number of debates for local officers in new york city, and i was surprised at the extent to which whether opposing vaccine mandates became immediately pli ly politicized. mostly republican and conservative party candidates say that vaccine mandates are terrible. they say that they are pro vaccine but they're anti-mandate, in some ways a distinction without a difference. it's very surprising how quickly it became a rallying point for candidates. it seemed to get a stir out of a distinct minority of the populati

how confident are you that the vote was going to go this way that the people of minneapolis wouldn't choose to disband their police? yeah, we were not confident at all because largely the conversation around the issue was held in social media. and then of course was a well funded campaign funded by folks outside of the city. largely. and so there was a lot of written material and printed material that was lavishly done, or people brought in from outside the city to canvas. and so you had this sense that there was a real well in activity that was well resource. in addition to that, we knew that we had many folks who consider themselves allies of the community who wanted to see police, police and change. and for them, the attractive language back to us as it was of any kind of plan, was very seductive to people who were emotionally responding to the death of george floyd and wanted to see police change. so when you put those things together, there was a sense that the community could have been layered into a position to get rid of the police department, which would have been disastrous

minneapolis found common sense last night. democrats voting to keep the police department. >> harris: outside groups such as the aclu and move on.org poured in cash to support the ballot initiative. it failed. 56 to 44%. as crime in minneapolis is rising squad member house representative ilhan omar tweeted her support for the now defeated measure. support, it failed. it went down. she loves it. joe gamaldi from the fraternal order of police is here. are there bigger impacts you see, far-reaching impacts across the country how we've seen how this one went down in minneapolis? >> i think what you saw really was a rebuke of the public from the defund and dismantle the police department narrative we've been seeing for quite some time here. this is amidst historic crime surge in minneapolis. murders are up 65% over the last two years there. i think the public was fed up with the radical agenda. and the impact is we're seeing this sentiment nationwide. a recent pew research poll said 23% of african-american want the police departmen

it is not just minneapolis. cleveland, tonight they're voting to defund their police departments and implement what is called a comprehensive public health strategy. let me explain what exactly that does. it replaces officers with social workers. i myself have done half a dozen ride alongs with various departments from my own district and elsewhere, with all respect to social workers and they do a great job, i wouldn't want a social worker on 80% of scenes i've been in just a ride-along. officers need backup, support, resources. if you're truly concerned about public health and safety in your communities you invest in your community. you don't divest the very people who are working and putting their lives quite literally on the line to do that. it is really, really tragic to see what is happening in minneapolis and beyond. elizabeth: polls show voters don't want police brutality. that is understood. they do not want to defund the police. this is the backdrop of widespread pessimism over the democrat agenda. sena

nbc's shaq brewster is outside a polling location in minneapolis for us.ining us on this. walk us through the ballot initiative here and what the changes could actually mean for minneapolis. >> good morning, well, it's the second question that voters behind me, as they're going into early voting has already been underway here in minneapolis. it's the second question that these voters will see on the ballot. you mentioned it. it's asking them whether or not they want to eliminate the minneapolis police department and replace it with a more all encompassing department of public safety. now, the department of public safety they say could include police officers if necessary. the specific definitions and what you know and what we know about the department of public safety, that is not spelled out. that will be determined in the weeks and months to come, but what we do know -- and this is a major change, a major point of contention. it would not be exclusively run by the mayor. it would also be run by the city council. i want you to listen to what the advocates
