minnesota digging out from the winter mess after a storm has 62 inches of snow in some areas. tom holden joins us from minneapolis. good morning. >> good morning ainsley. the snow is fallinge again. not a lot of accumulation expected hear in any part of minnesota. even though we haven't had a lot of snow for the past 24-hours mdot crews part of the transportation crews are still on the road in full force trying to get up the ice. we had over 1,000 spinouts yesterday sunday night and yesterday morning. almost 700 crashes. there were people every where that were spinning off the road. even one fatality in the state of minnesota. that was about half of the state that was hit really hard with the snowfall. the crews are out snow is still every where. we have not had a storm of this magnitude in december in winter since february 2011. the third biggest snowstorm for december on record in the state of minnesota p. we have had quiet twirns over the past couple twirns. this one is hitting everybody hard. some of the commute times were doubled or tripled for people. some have a good coating of ice and still on them the department of transportation is telling everybody here again t

this fall, sugar beet farmers along the red river valley in minnesota and north dakota waited for dry weather because they needed that to pull out the last of their crop. and right now, at this very moment, farmers, ranchers and rural communities throughout the country continue to wait, but this time they are not waiting for weather, they are not recovering from weather. they are waiting for a new farm bill. in fact, they have waited 167 days since the senate passed the bipartisan farm bill this june, and they have waited 66 days since the 2008 farm bill expired in september. unlike the drought this summer and the hurricane that hit your state this fall, the failure to complete a farm bill is entirely preventable. inaction in the house of representatives is hurting farmers right now. without a new farm bill, dairy farmers have lost their safety net. in fact, prices may go to the 1939 levels. you talk about moving backwards, that's what will happen if we don't get this farm bill done. livestock producers operate without key disaster programs without this farm bill, and farmers in rural

falls into that category. the lightly colored states -- nevada,, roddick, minnesota, some of the others -- those states have basically a much healthier population over age 60. they have a much lower percentage of people over age 60 that have at least one limitation on their ability to continue independent living. if you wanted to move toward a full beneficiary equity, you would want to incorporate cost factors, and some of the key factors would be things like wages, food, the program provides meals to older people, office space, and so on. we did not complete the analysis but we have the capability of doing it at this time. similarly, we did not get involved, we did not complete our analysis incorporating taxpayer equity. but again, allocations could be adjusted to achieve sets -- such equity by basing allocations, incorporating a factor that captures a state's ability to fund the program services. and so, a state with few or taxing resources would have a larger allocation percentage, and therefore a larger final allotment, everything else equal. and also available here, from the department of treasury, that we could

minnesota and wisconsin. over a foot of snow in some areas. minneapolis picked up 10 inches of snow. you can see in the images a lot of snow falling across the area. causing all kinds of travel issues though. the storm system is producing more travel issues again not because so much of snowfall but because of rainfall. we have the images on the satellite radar pictures. we have delays over an hour across parts of laguardia and other larger airports. heavy rain is falling further off towards the south across portions of tennessee alabama and georgia. a tornado warning across southwestern parts of alabama and southern mississippi and southeastern louisiana. that is until 3:00 p.m. central time. keep that in mind. you have the chance to see more tornadic activity. look at airport delays because of poor visibility of clouds and rainfall falling across the area. over 100 minute delays in philadelphia. same goes for d.c. jenna: real quick. how typical are the tornado warnings down south in december? >> very unusual in december. we tend to see a little bit of a first peak. the first peak is springtime early in the summer and we see a lot
