russia put its reputation on the line when it accepted the minsk cease-fire agreement which called for an immediate cease-fire, withdrawal of all the heavy weapons, and to grant the organization for security and cooperation in europe unfettered access under the minsk agreement. in 1994, russia sign the budapest memorandum. along the united states, the united kingdom and ukraine. that provided ukraine with assurances that all parties would respect its independence, sovereignty and existing borders. in that memorandum, russia also promised to refrain from the threat or use of force in exchange for the ukraine's relinquishment of nuclear weapons. once again, under the 1997 nato russia founding act, russia agreed to refrain from the threat or use of force against each other or any other state in s- any other state, it sovereignty, territorial integrity or political independence. unfortunately, russia is not adhering to the letter, much less the spirit of these international commitments. the u.s. and our allies will continue to press russia to honor its minsk commitments and our sanctions w

specifically with regard to the fulfillment of the minsk agreement. thing i would flag is the coordination part with america's allies. the sanctioned design was really developed and coordinated as part of a multilateral package with european union's and other partners like canada. i think we certainly saw unprecedented cooperation with europe over the past three years on this front. this is predicated on the idea that the only effective sanctions would be multi-lateral ones. europe's response was largely supported and largely the sanctions organization has held together for the past three years despite what a lot of folks thought. russia's primary response to the sanctionsnistration was a series of counter sanctions of its own. basically banning food and agricultural products. in terms of the impact on russia's economy, with the benefit of 20-20 hindsight we can say it was pretty limited. if you are looking for a data point, i would look at the world bank gdp forecast for russia last year that looked at alternate scenarios with sanctions against russi
