is the prime minter aware that 6,037 people according his policy impact will have a disability. will lose up to 13 pounds a week because of his changes in housing benefit under occupancy rates? isn't this a complete betrayal of his chancellor's promise not to balance the budget on the backs of the poor? >> i've looked carefully at this issue and i know that there are -- i know that there are concerns. and the point -- the point i'd make is this, i think it is right that we reform housing benefit, the costs have gotten completely out of control under the last government, rising to 22 billion. i think it's right that housing benefit reflects the size of a family rather than the size of a house but we've actually made an exception for people who have ca care.
