supervisor mirkarimi: thank you. this is regarding job creation, mr. mayor. according to information provided by the mayor's office of economic and workforce development, san francisco's human services agency and the economic work force the bill -- i said that. started. at $25 million in federal stimulus funds available from may 2009 until september 2010 to use port jobs and now placement programs. with these funds, hsa was able to provide job services to over 4000 low-skilled or unemployed san franciscans in less than a year-and-a-half. city data also indicates the sense federal funding stimulus ran out over a year ago, they have only been able to serve approximately 550 san franciscans in these programs annually, a significant decrease. what level of funding for these programs do you propose in the upcoming budget to the full year campaign pledge of job training and creation? mayor lee: thank you, supervisor. first of all, let me congratulate you on your election. supervisor mirkarimi: thank you. mayor lee: i look

supervisor mirkarimi: can you put the microphone just a little bit closer? >> ex-offenders are ready, willing, and able to work. they are more than qualified for, but they do not get the jobs based on criminal history and the end up back in jail. the cycle and results are more than predictable. he can support himself and his loved ones. he gets frustrated and depressed, ending with his bathers that put him in jail in the first place. it hurts not only the ex offender, it hurts his family, costs are city of $50,000 a year for each failure had it does nothing to improve public safety. this legislation proposes to give a $10,000 tax break to any local business the buyers a tax offender and keeps them working. their 50% less likely to free of fat, and that will save the city $50,000. it doesn't include -- the financial and emotional costs of the city goes well beyond the $50,000 to incarcerate an ex- offender. they can reduce recidivism, and strengthen communities and increase public safety. even at a 50% success rate, for every $20,000 in tax breaks, we get a r

supervisor mirkarimi:he state that initiated these cuts? it seems very drastic to me in the way that it denies us the federal match. the way that i interpreted how this came, it could have been executed in another manner. is that not correct? >> i would agree with that. supervisor mirkarimi: i have not heard any analysis as to why the state did it this way. >> obviously, the state is looking for ways to cut services. particularly in southern california. there has been a lot of talk of fraud by an adult day health. we know that we have a very high acuity level and we believe that they really need those services. in other parts of the state, sometimes people have not felt that strongly about the need for this service. the state is also looking at ways to push metical's folks into managed care. that is something that we will see with a lot of services for the people that we serve. supervisor chu: but -- supervisor mirkarimi: the population that benefits from these adult daycare centers in san francisco is wha

supervisors mar, avalos, chiu, mirkarimi, kim, and wiener. the vast majority of californians voted and approve proposition 215 in 1996, the compassionate use act, that recognizes that there is a medical use for cannabis. san francisco has in turn adopted a comprehensive regulatory system to prevent and control medical campus collectives and cooperatives. supervisor mirkarimi has played a key role in making that happen. what we have is an industry being regulated by the city and county of san francisco in accordance with state law. we in california are not the only state that has recognized there are medical benefits to canada's. there are least 16 states in this country that are doing that. doing -- during the campaign for president, president obama repeatedly asserted that he recognized and respected the right of states to allow for medical cannabis. ultimately, this is an issue that is about patients' rights, the rights of patients to access the medication that is needed peer the state's largest association of doctors and california medical
