finally, the mission bay transportation management association provides shuttles that can connect mission bay to krisk center b.a.r.t. and to caltrans. -- civic center b.a.r.t. and to caltrans. so i will provide a brief background on the mission way project area. as folks already know in 1998, the they approved the redevelopment plans and owner participate agreements, otherwise known as o.p.a.s. in mission bay south, 493 units have been constructed to date and another 725 are planned or currently under construction. the o.p.a. areas that the developer submits matching plans in phases. the six west parcel was confirmed at that time as an affordable housing site. and now turning our attention back to specifically six west, i wanted to provide some background on the activities leading up to the request before you today. starting in august of 2016, ocii staff leased a request for proposal or r.f.p. seeking a team to develop, own, and operate housing on block six west. in february of 2017, the commission approved the selection of the highest scoring team, mercy housing, california and paula ta

a connecting service between the ferry and mission bay. oats would get on in the ferry building and be able to across the bay not just for events but for commute times. and treasure island, and we see treasure island based on the development table, which looks to be a slow ramp up to development maximum. small vessels are a nice fit because it can be added to the service as the system grows there. and then, pilot projects, and this is the idea about testing markets and looking at new markets throughout the bay area. there's some things that we'd like to explore, but the cost of our infrastructure and the cost it takes to develop it limi limits what we can do. how that looks graphically is really a central focus on the bay area between the bay bridge and san francisco. san francisco waterfront locations were part of our study that we looked at. they may be longer lopg because we don't have the infrastructure yet. what this would cost is the cost of a small boat, which would be about $3 million. we estimate about eight of them would compromis

so whatever building that happens in the mission bay or any of the redevelopment area, we have been working in four years, and one of them is with the chase arena, not just on the arena side, but on the office side, what is coming up. our office has been engaged with the developers in pushing for that, designing a program, whether it's retail, hospitality, that have opportunities for folks coming out of our program, out of office, to get those jobs. of course if there's tech companies moving in there, we get them -- uber, we've been talking with uber. drop box, they've been talking about a workforce plan that focuses not just on construction, but any job that comes through. we always have the model, no one left behind. then, on the construction side, whatever building comes up, the staff -- ocii staff have been introducing us to whatever the companies are, and really engaging us, providing a service to your agency. we're here to help you train your future workforce. that's what we're about. also, ocii, i think this is what a lot of people don't see, you are setting the standard. i get phone

days that ultimately this will be how 22 filmore will get to mission bay, and the part of the 22 that goes up into petrero hills, will be substituted by another line, so 22 will been a strong cross-town route, connecting from mission bay into the mission and up through the filmore to the marina. phase one of the project is the eastern end of the project, which is from petrero east all the way to third. and that is the phase that work is starting on now. they'll be working from west to east in order to accommodate other construction work. and this phase is expected to be complete in a little over a year, in the spring of 2020. work on phase two we expect to be advertising soon and have that go into construction this fall. we are -- in order to leverage the funds that we have for construction in the city and minimize construction impacts, we are also partnering with the p.e. c. to replace some old underground water and sewer lines, and after this is done, the street will be completely repaved. and so we'll have a safer, better-functioning, more transit priority street when the work is d

we're doing, i'm really pleased to report that the hardest phase of the warriors platform -- the mission bay platform construction is completed. as you know, we did not have access to our me toronto east yard -- metro east yard for two week. that was something that we were concerned that would have an impact on rail service returning more trains than the subway. we're not able to maintain trains the way we typically do. and we were storing trains on the surface at night. thanks to a lot of really hard work from the field managers tan people overseeing this service, we actually got through that very hardest period with very little impact to the customer, which i'm really pleased about. and as we continue through the march period, i'm confident that we're going to continue to be able to provide a really high-quality service during the construction. the third area that we're looking at to reduce delays is how we manage our terminals. embacadero being the most important one. there we have increased supervision and also trying to increase the intensity of that movement so that training are turnin
