the senator from missouri. mrs. comoofl: i had no intention on speaking today, but this place has been a little strange over the last few months in terms of our ability to come together. when i heard my friend from tennessee talking about the conrad-gregg amendment, i realized we -- mrs. mccaskill. mrs. mccaskill: i wanted to stop and just recognize that, that it's not completely gone. there are republicans and democrats that agree on things. i couldn't agree more with my friend from tennessee. this statutory commission, i think, is our best hope at restoring fiscal sanity in this country. i think it is important that we pass it. i'm proud to be a cosponsor of it. there are a number of us on this side of the aisle that are cosponsors of the amendment. there are a number of republicans that are cosponsors. but i'm beginning to sense that there may be some political game playing that's going to occur here, and it worries me. the leader, with all due respect -- i had a bipartisan moment, i will backtrack a little bit.

in fact, i want to single out the governor of missouri who vetoed a repeal measure. missouri has had a loss for 40 years, sailed through both houses of the legislature and it to a tremendous political courage to veto the bill and he did it. we congratulate him for doing that. our analysis of state traffic safety laws resulted in our usual best and worst list. i think it is amazing that as you drive through this country, you can pass through states with some of its strongest spring traffic safety laws and some of the weakest and yet it is incomprehensible to imagine flying into a large airport in the united states or small airport and not be subject to the same, strong safety requirements. yet driving from washington d.c. to may or washington state to arizona means passing through states that have weak drunk driving laws, did not ban text messaging, do not require that you use a booster seat for your child, have life-threatening with -- life-threatening loopholes in teen driving laws and an adequate enforcement of seat belt and motorcycle helmet laws. and worst states
