it is not easy but the bipartisan consensus is coming along pretty nicely at least it was until mister trump came in. done a little backsliding since then. i always asked if america has 5% of the world's population, why do we have 12% of the world's prisoners, highest incarceration rate in the world, we passed russia. why does pennsylvania spend more on incarceration than higher education? we are making foolish policy choices. i have managed a number of projects for the department of justice trying to answer that question. how do we make the criminal justice system more -- reducing crime, not locking people up and less costly. we bring together all the components of the criminal justice system, judges, prosecutors, defenses, social service providers, figure out how to work together to address not just the offense happening that day but the offender, is it a mental health issue? if you solve those underlying programs, you won't see the come back year after year with underlying problem unaddressed. and they are doing these collaborations and believe them across the board. >> moderator: mister
