don't misunderstand me. there's a time for making a political point and to score a few points. i know that as well as anybody. they can't be the only thing we do here. surely we do something other than scoring political points against each other. it cheapens the service we have sworn to provide to our constituents. it cheapens the senate which is a lot eager than any of us. so hopefully we can all agree that we have a problem here. and i realize both sides have their own favorite account of what caused it. we have got our talking points. they have got their talking points. we all repeat them with great repetition and we all congratulate each other for being on the right side of the debate. the guys over there think republicans abuse the rules and we think they do. but as i said my goal here isn't to make converts on that front. my purpose is to suggest that the senate can do better than it has been and that we must be if we are to remain as a great nation. i think the crucial first step of any vision that gets us there is to recognize that vigorous debate about our differences

misunderstanding i want to clear up. adding no federal dollars will e used to fund abortions and laws will remain in place. to me that still echos in this chamber and i rise today as the co-sponsor for the no taxpayer funding for abortion. and i rise in strong support of the bill and the underlying rule. i share the belief of many taxpayers that life is a gift worthy of our protection, not something to be snuffed out when deemed inconvenient or challenging. i rise in support of this bill on behalf of those who do not yet have a voice and yet to be sons and daughters of this nation. for me this issue is very personal. we learned that our daughter, georgia jordan, had spina bifida. we were shocked -- we were shocked when people came to us when hearing of jordan's diagnosis and said we had a choice about whether to keep our child. we knew there was a plan and purpose for our life. we believed more strongly than ever today and we cannot manage life without jordan. i know my family is not alone. many folks have welcomed children in the midst of difficult circumstances. not because it was easy but because it was right
