when mitch was referencing -- it is interesting. i was elected mayor and one of the first stops i had was, literally, within 7 feet of where i am standing here today, but it was just dirt. that was the groundbreaking for this. here we are seven years later at the ribbon cutting. despite the delays, we are here. we are here as well in reference to what mitch was saying. a lot of it was not easy. the private commitments did not come in as expected. the money did not all materialize exactly as expected. but we call on someone who at the time could lead the way in terms of reconciling some of the concerns counties like san francisco had around their acute care facilities. we went to her many times to help us with san francisco general and to help us with laguna honda hospital. one of the big reasons we are here was the ingenious legislation that she appropriately and wisely introduced on behalf of not just this city but cities and counties large and small up and down the state, and allowed us to leverage federal dollars. it is appropria

[applause] thank you. for 125 years on this side, this hospital has taken care of people, regardless of their ability to pay, no matter what their ethnicity was, whether they were a man or woman or transgendered -- would never came fourth, we took care of, and we are so proud to be here -- what ever came force -- whatever came forth, we took care of. we are so appreciative to all of you who helped us on this campaign. san francisco general hospital, when it went before the voters, received 84.3% of the vote. [applause] now, what i want you to think about is when did 84.3% of san franciscos agree about anything, that we got that high level of votes? we did not get that because of the campaign we ran, although we ran a very good campaign, and i'm very appreciative to all of the people here, from the labor unions -- especially 1021 -- who helped us -- [applause] thank you. through the business community, we were supported by democrats,

and i wish mitch daniels was here because he can talk about it more clearly than i can. but most importantly, i think we have to eliminate or sharply curtail these things that are called tax expenditures but what they really are is just spending by another name. and if you look at the total cost of tax expenditures, they actually equal all of the income tax that flows into the federal government and they equal 50% of the revenue. i have put on the table that we ought to establish caps that keep revenue at or below 21% of gdp. i didn't just pick that off the ceiling. it's the number that we have had every time we balance the budget in this generation. i also have called for instituting a plan to reduce overall spending to not more than 21% of gdp by making some really tough choices. if you look at the forecast in the cbo's forecast, spending is projected to go to 25.4%. so that's a big, big jump to get it down to 21% of gdp. we can do that but we have to reduce discretionary spending, and we're going to have to make some tough choices. as i was telling one of the governor
