here is mitch blocker with more. >> it is 3:00 outside of this elementary school. brandi holloway waits for her niece. she has no idea they only reported two fire drills last month. only 15% of schools reported doing all of the fire drills. the superintendent only found out when we crunched the numbers and told him. but someone other than the nbc investigators knew schools failed to comply with the fire code. >>> what we found time and time again in their inspection reports is they passed schools that didn't do enough fire drills. >> unfortunately i'm not surprised, but something has to be done. >> deputy commissioner looked through dozens of his office's school inspection reports with us. they show some schools needing additional evacuation drills and schools that lack a fire safety and evacuation plan. in the surveys we saw, they were passed for the inspection. communications director, karen goss, who has never inspected a school, spoke for him. >> how do they get a passing grade when they don't do enough fire drills. >> fire drills are one of the components, but

this started with a single tip and led to mitch blocker to regulators where some surprises awaited.tell us how you get the tip and where it took you. >> this is a story that got more bizarre the deeper we dug. it started with a tip about an unlicensed funeral home in chester. when we went inside, it looks just like a working funeral home. it was set up for a viewing. there was embalming equipment, and we found two bodies inside that funeral home. we started asking questions. how could this be? the bodies are not supposed to be in an unlicensed funeral home. we headed to harrisburg to ask the state funeral board how it regulates and that's when the story took an unexpected turn and uncovered a flaw with regulations. >> a lot of jobs require licensing, but a lot of people assume if somebody sets up shop, they have a hearse and a sign in the front door, that they're licensed, but that's not the case. >> not so, especially in the funeral industry. the funeral industry is set up much like any other industry as far as regulation goes. the medical industry, the contracting industry. there'
