. >>> investigator reporter mitch blocker has been looking into this. he city is going to rely solely on the taxpayers, not on the parents? >> reporter: that $81 million to jail more than 700 juveniles in philadelphia, that will now solely be the taxpayer's responsibility. city records do show that in past years, the city has spent hundreds of thousands of dollars trying to collect money from those jailed juvenils' families. camilla spears couldn't afford the bill for her jailed 16-year-old son. >> he had never been in trouble before. >> reporter: not even 60 hour work weeks provided enough money to pay the city's thousand dollar bill for her son's eight month sentence for fighting. >> it was already very tight and now there is no -- nothing left over. >> reporter: but now philadelphia will stop asking for the money, the nbc 10 investigators have learned the city was only collecting a fraction of what it cost to jail more than 700 kids. last year, the city collected a shade over $500,000. >> what is the right thing to do? we should not be making funds an

. >>> nbc 10 investigative reporter mitch blocker has been following the repairs, he joins us live in breaking news center. >> crews have been working around the clock to get this bridge back open. i want you to look at the video of the crack that originally shut down the bridge. it's on what's called a truss. this was back in january. you will remember that engineers from around the country, they were working to find a solution. basically that crack was so bad that there was a two inch gap between the steel. crews using heavy machinery had to lift the bridge back into the place and they conducted a permanent repair. the bridge has been tested all week to insure that it is safe for traffic. and, again, it will reopen tonight. that is seven weeks after it shut down. if you are wondering what caused the crack, investigators say it was partly because of two misdrilled holes. they say that was not the only reason, but it was a contributor. we're live in the breaking news center, nbc 10 news. >>> all right. more breaking news, new information just into our newsroom. police are telling us t

nbc 10 investigative reporter mitch blocker was in court for williams' hearing. >> you were right there, did the d.a. have any reaction sitting on the opposite side of the courtroom? >> reporter: he has not had a whole lot to say about the 23-count indictment he now faces, even over the past few months as nbc 10 investigators have been asking him questions about the gifts he took and whether or not it affected his office. he has had little to say until about two hours ago when he told the judge that he's innocent. walking into court, philadelphia district attorney seth williams greeted the cameras more than an hour before court started. he was here early to get fingerprinted and officially turn himself in. inside it was the first time in his career he found himself on the defendant side of the courtroom. he sat in federal court as the charges were read, 23 counts alleging he took cash, a car and vacations in exchange for favors only he as a district attorney can provide. >> we are looking forward to the trial to present our case. >> reporter: prosecutors are confident in their case. the
