[applause] >> i run the team behind the event, the race and justice in america and it is fair to say that this theater is the perfect place to hold this summit. it has served the black community, when segregation kept african-americans out of every other venue. billie holiday, louis armstrong, they all performed here, you can just imagine. and then the place shutdown after the riots and it did not open again until the mid-1990's. here we are. decades later and the topic of race and justice in america is as real and ripe as it has ever been. our gathering today was inspired by a correspondent who wrote the cover story last month. the black family in the age of mass incarceration and in it is -- he examines and understands why we have out incarcerated every other country in the world and what has done for families. many photos here and eliminate -- ill

it is an honor to have us this morning mayor mitch landrieu of new orleans, in his second term.ctually a lawyer by training, and previously lieutenant governor of the state of louisiana and before that a member of the state house for 16 years. i think what is particularly great about having you here today, you are attacking the entire problem that we are talking about. you are trying to cut the jail population in new orleans, you are cracking down, trying to root out violent crime at the same time, and i would like to talk about the actual formula, beginning with the incarceration rate, which is the fancy word for this process. before katrina hit, new orleans was incarcerating people five times the national average. it is still really high, but you brought it down by two thirds. how has that happened? mayor landrieu: it will fit right in the sweet spot. before i came here, i was lieutenant governor, and i

year this year, i am talking about a lifetime rating of 25%, comparing that lifetime rating to mitch landrieu and mary landrieu and bill jefferson, they all score higher. the fact you are in the bottom 10% in terms of those ratings about jobs and economic development. that is not conservative or moderate. >> time to move onto another topic. health care. >> in the realm of education, our state has seen several changes over the past you years in public health care and how it is delivered. the public private partnerships, would you keep the policies we have now and work out the issues we currently face, or go in a --ferent reaction altogether direction altogether? >> the public and private partnerships are a good form and need work administered by five insurance companies. we are going to expand the medical program when i am governor. it is the louisiana plan we already reformed it. they would have saved $52 million this year alone. that is how it was scored. 30 states have done it. 13 with republican governors. this isn't right versus left. this is right versus wrong and i will do it as governo

today, new orleans mayor mitch landrieu called on witnesses to come forward. >> here's a message to thes that did the shooting last night. you can't run, you can't hide. we're going to find you and we're going to prosecute you. we're going to hold you accountable and we're going to put you behind bars, for our safety and yours. but in order to do this, we need the community. there is only so much the police can do. we need the community to help take back the streets. >> ifill: all the victims are listed in stable condition. they suffered either direct gunshot wounds or were grazed by bullets. in business news, the pharmaceutical giant pfizer announced plans to merge with allergan, creating the world's largest drugmaker. the $160 billion deal means pfizer will slash its corporate tax bill by moving its new york headquarters to dublin, ireland, where allergan is based. the tax-saving ploy is known as corporate inversion, which the obama administration has tried to crack down on. on wall street today, stocks gave up their early gains in late afternoon trading. the dow jones industrial aver
