mitch mcconnell can afford to lose two. so far, publicly mitch mcconnell has lost nine votes. nine republicans were ready to vote against mitch mcconnell's bill if he brought it to a vote this week. the latest whip count after the seemingly pointless meeting with republican senators and president trump at the white house shows that there are now eight republicans ready to vote no. ron johnson was moved from the no column to the undecided column today because he said he was simply unable to vote on the bill this week. and so by delaying the vote, it now becomes theoretically possible to get ron johnson's vote. but mitch mcconnell's biggest problem isn't actually the number of senators who are against the bill publicly. it's the number of senators who have said publicly that they are for the bill. there are only five of them. mitch mcconnell, mike enzi, lamar alexander, and jim enhop. that is it. no one else is willing to say they support mitch mcconnell's bill. that leaves 39 republican senators undecided. i have never seen less support for a majority leader's top-priority bill

he could first lose only two of them, and that's why mitch mcconnell never once expressed any confidence in actually passing a bill. in the senate, mcconnell simply announced that he would deal with the bill one way or another before the 4th of july recess. mcconnell always publicly allowed for the possibility that he could lose that vote on the senate floor, and he always made it clear that if he did, he was going to move on to the next republican agenda item which was supposed to be a massive tax cut. the one thing mitch mcconnell and all the republicans know how to do, a massive tax cut. the one big problem for mitch mcconnell was republican voters, especially trump voters, were led to believe this was going to be very easy. >> you're going to have such great health care at a tiny fraction of the cost, and it's going to be so easy. >> we're going to come up with health care plans that will be so good and so much less expensive both for the country and for the people, and so much better. >> i'm going to take care of everybody. i don't care if it costs me votes or not. everybody will be

so at the end of the day, mitch mcconnell had to make a difficult choice.this to the floor of the united states senate, knowing that he didn't even have the votes from his own caucus to begin debate on this bill because those were the numbers that we were counting up. i mean, between and she my colleagues, we talked to four or five republicans who said they wouldn't even vote to start debate. kw again, they could only afford to lose two republicans, so have that vote and just shrug your shoulders and move on if you're mitch mcconnell or listen to what so many of his rank and file republicans were begging him to do, not just in private but in public, whether it was lisa murkowski on the situation room, i talked to her on your show yesterday, wolf, or ron johnson or so many others saying, hold on, take a deep breath. we need more time. we need more information before we can vote on something that has such a huge effect on so many constituents across the country. so, you know, at the end of the day, the process didn't work out for mitch mcconnell of keeping th

gloria, i want to get your reaction to mitch mcconnell delaying the vote. >> well, mitch mcconnell's been around way too long and he's very smart leader, and he doesn't want to commit the cardinal sin of taking an important bill to the floor when he knows he's going to lose the vote. and you know, he probably wouldn't have been even able to get the procedural motion to proceed on this, and he thought that if the pushed this bill very quickly that he might have been able to get it in before the july fourth recess, before members go home to their districts and start hearing more complaints about it. i think that was his initial strategy, but he's not going to walk into the senate chamber and have a vote on this and have it fail, and i think he's heard from his members, lots of them were upset that they had no input. some of them probably upset that republicans are running an ad against senator heller who is threatening that he's going to -- that he's going to vote against this measure, that he might vote against this measure. and so, i think the story here was best put by john boehner,

that's why you saw mitch mcconnell object. we know we expect that cbo score to come probably on monday. the timing is a little fluid. it could come earlier or later than that. not much later because mcconnell does plan to put it on the floor late next week. what we don't know is whether he's going to proceed with that if in fact it becomes clear there are not 50 votes to pass this bill. there's a suggestion he may do it any way and put people on the spot and say you voted or you didn't to repeal and replace obamacare. of course, this major promise, but one thing i want to underscore that's very different about this than when we saw democrats pass the affordable care act, even from the process in the house. they did have a handful of hearings and speaker paul ryan spent a great deal of capital trying to sell the bill. there was press conference after press conference, speech after speech on the floor defending what is going on. you're not seeing any of that from republicans today. we're not showing you a press conference of repu

you heard mitch mcconnell talk about high deductibles. this plan seems clear the deductibles would go up and people have to pay more out of pocket before getting to their benefits. robert: often this bill is talked about a tax cut for the wealthy, a bill to overhaul obamacare but what you're really saying is it's also an overhaul of medicaid, a program that's been around decades. sarah: i don't think it's an underestimation to say it would be the biggest change to medicaid since it were created in 1965, changing the relationship the government has had with medicaid saying no matter what the bills are, we'll kick in a portion and states will kick in the rest. it would be a pretty unprecedented rollback of welfare programs. usually one of the things we see in the united states and abroad is it is very hard to roll back benefits once they're out and it's a key challenge that republicans have dealt with in this debate, is that there are 20 million or so people relying on obamacare and it's very hard to take something away once it's been given

senate, mitch mcconnell. >> it's not like obamacare. they said it would increase choice. of course, it didn't. this year, 70% of american counties have had little or no choice of insurers under obamacare. next year, at least 44 counties are projected to have no choice at all. meaning, yet again, americans could be thrown off their plans and states like missouri and ohio and wisconsin. it's not like obamacare is working. democrats told us it would be wrong for the senate to actually address these problems in a serious way while the law they have defended for 7 years teeters, literally teeters on the edge of total collapse. they were wrong before, they're wrong again now. because obamacare isn't working by nearly any measure, it has failed, and no amount of 11th hour reality denying or buckpassing by democrats is going to change the fact that more americans are going to get hurt unless we do something. i regret that our democratic friends made clear early on that they did not want to work with us any serious bipartisan way to address the obamacare status qu status quo. repu
