i'm andrea mitchell in washington. the senate inches closer to finalizing changes to the brand-new health care law. democrats insist it's all over but the shouting. republicans aren't quite ready to move on. nbc's ken strickland joins us from the senate. ken, where do we stand today? they're going to start voting, the debate is almost over, then that votes could go on for quite a while? >> reporter: it's almost over as far as the shouting is concerned. i think with all the debate that should wrap up at about 5:00 eastern time this afternoon. this there could be dozens upon dozens of votes. right now democratic aides tell me they have about 35 amendments ready to go. what is unknown is how many amendments will come during this voterama. after the 20 hours of debate is over there could be vote after vote after vote. today senate majority leader harry reid says he feels confident they can beat back all of those amendments. some of those amendments vary on substance, dealing with mandatinmandate mandates, dealing with cata

and that is exactly why we raised our concerns publicly and it is exactly why george mitchell was in the region yesterday and why the secretary and president will meet with the prime minister netanyahu today and tomorrow. the sooner we get into that negotiation, the sooner we can see a resolution to these issues as a part of a comprehensive peace agreement. absent a formal negotiation it is quite unlikely that these issues are going to be resolved just by posturing phone calls or meetings. it's the formal negotiations going to enable the parties to actually wrestled with this and find an equitable resolution and our position has been clear the sooner we can create the conditions for formal negotiations to begin the better and that is what we are doing and will continue to do today. >> what was the purpose of senator mitchell's -- the latest one and when did that -- what did he achieve? >> i haven't had a readout from him. he was in moscow last week as part of the court that meeting. our goal is to move the proximity talks forward and we were encouraged by the support we received last

there was another meeting tonight with george mitchell and the israeli prime minister, george mitchell, the u.s. envoy to the middle east. it does appear to be frozen. >> jill, what potentially could happen now? we know the u.s. is demanding all settlement activity. israel is saying it's not going to happen. how do you see a breakthrough emerging here? >> it's hard to see a breakthrough right now, campbell, because what we're seeing right now is complete frozen situation. the whole idea of having the trip by the prime minister here was to bring things back on track, at least that's what we thought. what do we end up with? basically it's the same thing as two weeks ago. the issue of the settlements hasn't been resolved, there's been no stepping back by benjamin netanyahu. the idea is to get the parties talking. before the flap started about two weeks ago, they were going to have what are called proximity talks, indirect talks. now those are in jeopardy. the real question is will there be any type of negotiations, will the two parties sit down and where does the peace process go? >> jill
