( james ) police say they've arrested the man who started two fire's in san francisco's financial district. 77-year-old ricard anderson is charged with arson and failing to register as a sex offender. police say he started two separate fires that happened november 12th in the 100 block of kearny street. the fires burned the front door of a retail store and a newsstand near sutter street.
