he is working with mohammed nuru who is here as well with dpw. he is working with our city administrator noami kelly, who is also here. we're all here in collaboration to make sure that you know city hall is going to continue putting resources in. we are reinstating the revolving loan fund, putting more money into it. we will have more of that decision making with the budget committee, the board of supervisors coming in the next week. then we will be walking through teraval this afternoon, touching all the aspects of it, in every district. you have supervisors like malia cohen who are no longer worried. they know we are working together. what they're worried about are the people's negative attitudes, which should not creep in. we are confident with the merchants in the city. we are going to continue discounthis positive outlook ane will continue to do it with neighborhoods, to make sure there is job creation and economic opportunity for everybody. thank you for being with us today. i look forward to an intriguing menu here starting with eskender.

you can probably twitter that and find mohammed nuru there. the mere mention, he is out at every neighborhood, looking to make sure garbage is picked up, griffey is removed, making sure that our neighborhood in san francisco, every single member it is beautiful. because of his enthusiasm and his work ethic, he has increased the number of volunteers of volunteering along with the dpw crews in san francisco over the weekend to make sure our neighborhoods are beautiful. you have to appreciate his enthusiasm that so many of us are working alongside with them to make sure that this city stays beautiful. because of this, these are all the reasons and the reasons the major religions are the reasons of why i have chosen mr. nuru to be the next director of dpw. with that, i would like to introduce mohammed nuru to you. [laughter] now, all that being said, we know we have significant challenges. the mayor talked about some of these statistics but a statewide, we still have an unemployment at 11%. but among our young people aged 16 to 19, 35%. this is the type of unemployment, the rates that we heard not just during the great recession but during the great depression. we have a crisis, and we have a set of challenges did not want to thank my colleagues from the board of supervisors, particularly supervisors olague, campeau' -- campos, chu. we had a hearing yesterday and heard tragic stories about how unemployment has led not just a dead and careers, but in some instances to is a very real tragedies. but instead, today, on a much sunnier day, we are here to do something about it. i am proud that san francisco is coming together, all of these sectors here in this room. i am proud that the bluest city in the bluest st

i would like to turn it over to mohammed nuru from dpw over whether you know the timing for this sectionof polk street? >> thank you, good evening. as you know, we just finished installing all the racks in the downtown area. that was an agreement. gradually, we are working out agreements with the various neighborhoods. i cannot give a definite time, but i would say in the next three months or so we should have those up. [applause] >> is john here? i will give you the question. why are you putting through only 10 lateral police officers and 50 entry-level officers this fiscal year? 50 lateral officers better on the list would be more cost- effective. this is a question regarding public safety. and i think it goes to you, chief suhr. >> so the reason only one class is because the fiscal year ends on june 30, so that is the quickest we can get a class in. the reason that it is 10 and 50 is that was the makeup of what was left off the last collateral was, coupled with the officers off of the new list. a list that still has about 1500 people being backgrounded for entry into hopefully will be
