phil ginsburg and mohamed nuru called me 2.5 years ago and said we want a citywide project labor agreement. can you get this done? i said i don't know, guys. it'll be a tough task, but i'll try, and here we are. like ahsha says, p.l.a.s are -- are great for workers. they're going to be great for the workers of this city, union and nonunion alike. a lot of people don't understand what p.l.a.s do and what they are. and i wrote down a few things. they provide for workers in the communities. they provide uniform wages, benefits, hours and working conditions. they bar unions from striking, so it's like a peace agreement. they provide contractors reliable and uninterrupted supply of qualified workers at predictable cost. they ensure that projects are completed on time and on budget. they create career paths for women, minorities, and veterans. and the biggest thing is that they protect the workers, like i said, union and nonunion workers alike in san francisco will benefit from a project labor agreement of this size and this statute. like i said before, this happened over a number of years, but

i want to thank you mohammed nuru with the department of public works who facilitated the building of this building, and some of the other navigation centers. i want to thank the real estate division in the city, and i especially want to thank the folks with community services for continuing to be a great partner in continuing to provide the kinds of services that we get to build, we go through the process, we get the legislation, but it takes community partners, and the work they do on the front lines in order to make that these places are working for the people that we want to take care of. it will take a consistent effort from each and every one of us if we are going to address this issue. every day i am thinking about what are some more ways in which we can get to a place where not only we are able to address some of the challenges around homelessness, but how will we build more housing, pete -- keep people housed, and make sure that when someone is homeless, we are able to get them into some permanent situations where they are able to live in dignity while we have a lot of work t

i specially want to thank the department of public works, mohammed nuru, and the department of public utilities commission, harland kelly from p.u.c. i remember many years ago when i served as an intern under the former mayor, willie brown, and how many staff meetings we attended where mayor brown would constantly yell at harland, in particular, who i'm not sure if he is here today, but his wife is here so she can represent him you were in those meetings because i was your intern, and he would yell about, when will i get my sidewalk while when will this be done while and i find myself doing the same thing to a lot of the department heads, but i want you all to know how much i appreciate the work that you've done here in order to make this facility what it needs to be for all of us, and also making sure it is one of the most environmentally friendly facilities anywhere. i want to thank john noguchi, the director of convention facility, and all the employees and people and members of local two, who continue to work in this facility, and the team as -- s.f. travel, and so many people who

some members of the board of supervisors, some of our department heads, like phil ginsburg and mohamed nuru, they all came to the table, and many of our l.b.e.s, wanting to make sure that we came up with an agreement that was fair, that supported good wages, that provides opportunities for people in san francisco, some of whom have never worked a job a day in their life, providing real opportunities for them to be part of the building and construction trades, making sure that our l.b.e.s, who -- especially those who are struggling to do business in the city and county of san francisco have a real shot at growth. and this agreement i think is a fair and balanced agreement that is going to help lead our city into the future. we know that prying to negotiate a project labor agreement started many, many years ago under the leadership of larry mazzola, sr. . >> i am mohamed nuru, director of public works, city and county of san francisco. i want to thank everyone for coming out today. today is a very special day. we are going to celebrate the ground breaking of our ambulance deployment facility. how about a big hand for just a new facility. [applause] >> i want to start by saying thank you to the voters because in 2016, the bond was passed, the public health and safety bond in the range of $350 million, and as part of that bond, $50 million was dedicated to build this new facility. and this new facility will replace the old facility, and many of you know what the old facility look like. but the new facility will be four stories, will house the city's fleet, will be able to provide training, will be able to provide a place where the paramedics and firefighters can really use to respond to the people of san francisco. you know, the people of san francisco have been passing these bonds because they have faith in us being able to deliver these projects, and we will deliver these projects on time and on budget as we have do

when you walked on the streets, we want the streets to be clean, mohammed nuru. when you are trying to get to work and school on time, i want the buses and the trains to be right there, and not completely full where you are filling everybody's armpits. i want to make sure that when the residents of sunnydale call and ask for their plumbing to be fixed, or the moulds to be removed from their unit, i want someone to answer that call and respond within 24 hours. [cheers and applause] i don't think that is asking for much. here today, with this proposed responsible plan that we have, we can get to a better place in san francisco where we feel the difference. and with that, ladies and gentlemen, i want to introduce someone who has been working hard to address many challenges that we know are the most pressing issue. people who sadly struggle with substance abuse disorder and mental illness, i want to introduce a doctor from health rates 360 who has been on the frontline working on these issues and so many more.
