molly henneberg, live in washington for us. a flurry of e-mails, molly, right before the loans were akrofd. -- approved. what are they saying? >> reporter: they suggest the white house was anxious to have the vice president announce the $535 million in stimulus loan guarantees so solyndra, when mr. biden was out in california on september 4th, 2009. the office of management and budget, omb, had not signed off on the deal yet which prompted a white house staffer to e-mail the omb, asking if, quote, this is on august 31st, 2009, asking, quote, there is anything we can do to help speed along on the omb side. the department of energy and omb were communicating about that and this is how the omb responded saying, quote, i would prefer this announcement be postponed, talking about biden's announce minute about the loan guarantees. this is the first loan guarantee and we should have full review with all hands on deck to make sure we get it right. the omb eventually did sign off on the deal and solyndra got the stimulus money and two ye

molly henneberg live in washington. molly, bottom line is, is there enough federal fund to go pay for all of this? >> hi. the federal emergency management agency, fema, has less than $800 million on hand to get lieu the end of the fiscal year. that's september 30. that's really not a lot of money when you consider that the cost of hurricane irene may exceed $10 billion and fema will subsidize part of that. irene is the tenth billion dollars weather event this year, which includes tornadoes, wildfire, flooding and a blizzard. and taxpayers through fema, have been helping to pay for clean-up and recovery. >> so what does fema do now, molly? >> the head of fema says the agency is going to have to postpone some projects that have not been approved for previous disaster clean-up. he said in a statement earlier this week, quote, going into september, being the peak part of the hurricane season and with irene, we didn't want to get to the point where we would not have the funds to continue to support the previous impacted survi

our molly henneberg has been dugging into these reports.oins us live from washington. >> reporter: what's important here is what anthony russo did and did not say to congress. he has a long government title, the director of the national coordination office for space-based positioning navigation and timing. essentially that means he save guards the nation's gps system. light squared is trying to put up a nationwide wireless broadband system. they are concerned about its effects on gps. here is what russo told the house sigh event committee earlier this month. he said part of light scared plans will create harmful interference with the gps system. what he did not say that a line of the obama administration omb suggested he should, and that problems could be resolved within 90 days. russo took that line out of his remarks to the house committee and insists there was no political fallout from that decision. he told fox today, there was no pressure to change any part of my testimony. still, russo is the second official to say that omb wanted tha

molly henneberg live in washington with the latest on this controversial story. molly? >> reporter: hi, megyn. this proposed rule relates to the health care act is part of the overall effort by the government to manage prices and health care options in the insurance exchange that the law seeks to set up. so the government, health and human services department, says it will need raw data from health insurance companies to see what an individual's health risk score is, what coverage plan he or she is under and state averages on costs. hhs says either all of this information can be sent right to the federal government or to the state government, or health insurance companies can do the calculations and then pass along the information. and that alarms kansas republican congressman tim huelskamp who wrote an op-ed in the washington examiner last week saying, quote, what happens to the federal government if it loses a laptop full of patient data or business information? what recourse do individual citizens have against an inept bureaucrat who leaves the computer unlocked? ima

molly henneberg live in washington on this one. >> reporter: congressman smith not only has questions about why and how they got the original loan guarantees but why the obama administration restructured the loan earlier this year. smith the republican head of the house jew dish recommittee sent a letter to eric holder asking him to appoint an independent examiner to look into the administration's dealings with the company. smith says events before solyndra declared bankruptcy, quote have raised suspicion to the degree in which the obama administration singled out so linda for special treatment. because of the president's relationship with the company's head george kaiser. did they put appropriate protections on taxpayer dollars on this deal and did the administration not may attention to clear signs that solyndra's ability to repay its loans was in serious jeopardy. the white house said the solyndra deal was not rushed through, that it was okayed by the department of energy and the office of management and budget on its merits. and they will continue to invest in new green energy pro

molly henneberg is taking a closer look. >> reporter: this proposal is getting a lot of bush pack fromses and republicans that argued it would cost big bucks and jobs to comply with the new rule and they argue there was a new smog standard put in place back in 2008. today in a letter from the president's head of regulatory affairs to the epa administrator says the president is concerned that the new tighter rules, quote, could produce needless uncertainty in the private and public sectors. also the letter said there was no reason to do it now since the clean air act requires another look at smog rules in 2013 any way. ththe letter goes onto say, president obama does not support finalizing the rule at this time. issuing it in 2011 would be problematic in view of the fact that a new assessment and potentially new standards will be developed in the relatively near future. boehner sent a couple of letters to the president in august asking for the economic impact about this and other regulations. he says the president's decision to hold off on the new smog rule is a good first step. the sta
