monique moyer from the port of san francisco. i have had the benefit of working with commissioner brandon since i arrived at the port. she has been a great mentor for me as well. and helped us to really provide good leadership of the port and a lot of the changes that you see happening at the port have been a long time coming. it's been a long time for us to be able to raise the funds that we're being able to invest now and have programs under which they kc invested and dedicated and i'm proud to tell you that for the first time in over 50 years the port is actually investing its own money with the city's help. and that has come from the good stewardship of the port commission and in particular the financial acumen of commissioner brandon. she is very concerned about the vibrancy of the southern waterfront and the beautification policy where we set aside monies from the revenues from mariposa street south to beautify the neighborhood and we have accumulated enough money that you will start seeing some of those investments and oth

we have do have a representative here and monique can walk through the report on the public education enrichment fund. >> okay. then we're going to call -- mr. clerk can you call item number nine. >> item number nine resolution approving the san francisco unified school district for the public enrichment fund for fiscal year 2013-2014. >> mr. chairman, members of the committee i am from the controller's office. as you know in the charter the public education enrichment fund was created in 2004. it does require that the controller on an annual basis review the plan for expenditure from both the first five children and families commission as well as for the san francisco unified school district. just to summarize the program a third of the funds goes to the first five commission, a third goes to san francisco unified school district for sports, library, arts and music and the final third goes to the school district for any general purpose. the allocation for the current budget year, $77 million is over the last couple of years we have pulled the trigger. that is the charter states if th

and again monique and i talked about how to get investments on the piers. if you know the history of this pier and along with the other piers. we had to kind of settle for warehouse of different companies or government agencies. they were the warehouses. and that's what president ho has been struggling with. how do we get our real estate on the port to be activated and bringing down people. and that's what our movement in the city has been all about with our public/private partnerships and the business relations. and of course giant the led it in the at&t waterfront, and it's been exciting to see that. and all the avenue electrified on that. and to see that on the waterfront. and to have have that complim t complimented. and it will be a huge part of pier 70. so this is all part of a master plan. i have to admit that was over a year-and-a-half ago that larry told me in confidence. and i couldn't say anything. may come down to the pier. but you can't jinx it, you can't say anything about it. and we were together in 2010 celebrating our world series. and alre

monique griego has a look at how anne arundel county fire rescue team got the man to safety. >> these types of rescues take a lot of training and are extremely technical. so the crew showed us exactly how they get it done. >> reporter: when a contractor was injured,200 feet working on the bridge, it took a special team known as technical rescue. >> it's what we call high-angle rescue. >> reporter: had his team show us how it takes a lot of training and equipment to get the job done. >> we're simulating. this is the bridge deck we're standing on. and the bridge railing there. >> fire and medical calls. that includes. >> that's it. >> confined spaces. hazardous materials, collapses and high-angle rescues. >> there's a lot of things to think about. every scenario is different. >> yesterday, a different set of team members secured the workers beneath the bridge and brought him to the road level. today, i got to be the victim, as firefighters lifted me to safety, as part of their ongoing safety. >> any day could be the day that we go to a call like this. so we have to be ready all the time

wjz live, monique explains why the water is too dangerous. >> reporter: well, vick, health leaders say for the past three weeks all beaches have had a high level of a certain bacteria. beach goers in anne arundel county warned to stay away from certain waters. >> once the weather gets warm people are swimming and i think today because of that sign that is the only reason people aren't swimming. >> reporter: she stayed on the sand after seeing a sign alerting people to dangers at this beach county health leaders say the waters had 10 times the amount of bacteria deemed safe. >> i don't think we will swim there for awhile. >> reporter: while london town had the highest counts others had elevated levels several factors including waterfowl and recent heavy rain can cause increased bacteria. >> it indicates other harmful bacteria could be present that could make someone ill. >> reporter: county health leaders say high bacteria levels can lead to a list of problems. >> if you accidentally drink the walter there could be -- water there could be gastro intestinal things and it can get into ope
