monique braxton is live on scene with an update. monique?>> reporter: since we last spoke to you about a half hour ago, tracy, workers have been arriving in this industrial area only to find out it is shut down. let me show you what's happening on the fire scene. there are three ladder trucks fiercely battling the blaze from above, also, two sets of hoses from the ground. while you were sleeping our news desk has done a little digging. the business on fire is plastic consulting and manufacturing company or pcm. pcm specializes in applying duponting pros such as teflon. police on the scene say no one has been evacuated despite the chemicals and plastic here inside the building. police also confirm there was a partial collapse but no one was injured. p firefighters toell us there are no homes nearby and we are being kept a block away. traffic is being detoured. this business has been here for more than five decades. we'll continue to monitor firefighters' efforts as well as the investigation and have more for you in the next half hour. live in

monique, what have you learned? >> just moments ago i got off the phone with new jersey state police and they have released further information. let's take a look at the sky force video taken from over the scene of the tragic accident. state police tell us a male has died. they say the female driver and a juvenile are in critical condition at coopers trauma center. they also tell us three people were taken to atlantic care medical center. we were with hundreds of motorists backed up in traffic for about an hour and a half going bump tore bumper headed eastbound from farley plaza. let's look at what we found when we arrived at the crash scene. a state trooper at the scene told us the driver lost control just after 7:00 this morning. we are still awaiting details of the sexes and ages of those injured in the accident, the extent of their injuries and where they are from. we'll continue to monitor that investigation and we'll post updates on nbc 10.com and we'll have more coverage on nbc 10 news at 4:00. for now, live

monique braxton, "nbc 10 news." >> 6:3 fight.tion about the case involving the first-grader who brought heroin to school. in the last couple hours the girl's mother and live-in boyfriend have been charged. katy is live where the two have bin questioned for hours. bring us up to speed. >> reporter: that couple is still here at southwest detectives, this arrest is so new i'm told that the paperwork is in the process of being filed so we don't know the names of the couple yet. as soon as we do know it we'll bring to the you. let's go to video. this is video of the mom as shea year-o showed off a dozen packets of heroin. two were open, one had been bitten open and police believe the little girl had it in her mouth. medics arrived, 20 kids were taken to the hospital. all were medically cleared. some parents tell us they are not sending their children back to the school. >> to know a 7-year-old can bring heroin in the school is just crazy. like i would have never thought a 7-year-old would even have something like that in their possess

nbc 10's monique braxton has been there since the story broke, bring us up to speed, monique. >> reporterhe past couple of minutes animal control has arrived on the scene. you can see the cats outside. police tell us as many as 20 cats are inside and must be removed. look closely now on the sidewalk just behind those cats. you'll see what investigators describe as a kitchen knife with a 6 inch blade. it remans here at the scene. look at the video we've captured in the past two hours on the scene. investigators say aç 71-year-o female was stabbed as manies a15 times from her chest to her toes. a 54-year-old man was stabbed twice in the torso. both are in critical condition at einstein medical center. investigators say it does appear a back screen was forced open. they're not sure if that is related to this violent crime. police tell us they were called here about 4:30. they found an 18-year-old male hosing down the female victim and the sidewalk. he is now being questioned by northwest detectives. we've been talking to neighbors who have come outside to go to work and waking up. they tell

live in olney, monique braxton, nbc 10 news. >>> 5:32. a water main break over weekend is till causing problems for one neighborhood in southwest philadelphia. .12 inch main broke saturday sending water on to the street. people who live there say some of the water got into their gas lines. we reached out to pgw. they say 700 homes have no gas service right now and about 45 of those homes have damageç to their gas line. the philadelphia water department tells us once pgw inspections the homes, they'll work with home owners to fix the damages. >> from our delaware bureau, governor jack markell will sign a bill that will allow the department of health and social services to provide more of the drug naloxone, also known as narcan. responders use that medication to revive 300 people across the country last year. this new bill in delaware would put narcan in the hands of friends and family members of people addicted to heroin and morphine. >>> this morning, governor chris christie will hold a town hall meeting in haddon heights, camden county.

monique zamuda, deputy controller. general city responsibilities is a department that the controller's office manages on behalf of the city and county. it contains funding that will be districted throughout the departments for various purposes. so, for example, the m-o-u reserve, general city responsibility, all of our general obligation repayment rests in this area as well as the litigation reserve. and, so, the budget analyst has recommended some modest reductions that we have agreed to for next fiscal year and subsequent. for items 7 and 8, you do have a summary on page 18 of the budget analyst report. item number 7 is an ordinance that would adopt the neighborhood beautification and graffiti clean up, [speaker not understood] tax year 2014. and item 8 is adjusting the rate annually by the consumer price index for the access line also known as a phone tax. that particular adjustment would result in an $8 47,000 increase to our general fund revenues, which has been incorporated in the budget before you. >> thank you

monique braxton is there. what can you tell us?> reporter: tracy, we arrived on the scene around 20 minutes ago. we did speak to a police lieutenant. here's what he told us, the fire call came in just after 3:30 this morning in the 1400 block of ferry. we were diverted around to mechanic when we arrived on the scene. all traffic heading into this area should take precautions because the fire trucks are here. you can see there are two ladder trucks in operation. the fire lieutenant also confirmed for us that there's a partial building collapse. but he said so far, no one has been injured. when i asked if this building is in operation, he said, yes, they're an operating business. he's not sure what they do at this point. but no injuries to report, no houses, no residents near this area. part of this industrial zone is abandoned, as we can see here on the scene. we'll continue to gather information. there are about a dozen firefighters here. as we get more information, we'll pass it along to you. live for now, from camden, monique bra

monique ming laveln of our seattle station reports. >> reporter: search efforts were suspended because park rangers say the area was too dangerous to proceed. the missing include guides. the missing include four climbers led by two guides. their trip started monday and they were last heard from on wednesday by satellite phone. they were reported missing friday after they did not return to the trail head when they were scheduled. park officials now believe they fell more than 3,000 feet from their last known whereabouts and have no chance for survival. among the group was lead guide matt hegeman who had climbed to mt. rainier more than 50 times and mark mahaney who has also reached the mountain's peak before. if the six fatalities are confirmed, the total numbers of climbers who have died on liberty ridge will reach more than 56. while thousands ascend each year, only a few take the ridge route. the park ranger patty wold says that's because that area is risky. >> it's vertical. this is actually a very dangerous location to go into. >> reporter: experienced mountaineer rich climbs the r

monique moir from the port of san francisco. as you may know there is a section of the charter that is devoted to the port and the ports exclusive right to manage it's properties and from time to time we defer to other departments who have more expertise than we do. several years ago we entered into an agreement with the department of the entertainment commission to help us with our entertainment permits which may affect restaurants, but it may also affect open space and other activities that may occur in the public right-of-way. at that time we did not plan for an appeals process and subsequently we have had appealed and would like to ask your distance in addressing those appeals. it has come to the attention of the port commission that it's a little awkward to approve a lease or license and approving the body at the same time. if you take that into consideration, we would be most grateful. >> miss moir, the permit issued by entertainment are the same as the other permits that they issue? >> so the port issues building permits

transportation task force did a phenomenal job and i really want to commend the leadership of that task force, monique and gay medcaf and all the other groups that were involved. and they came up with three recommendations including the bond, we have the license fee and sale's tax. we deferred the license fee until 2016 and i'm glad we kept it on track because that's a critical track of our long term transportation funding needs. and we do need to grapple with the fact because of that delay for the next two fiscal years we're going to have to fill in that funding so we don't short change the mta and further dig ourselves into a hole, but with all that said, this bond is absolutely essential and it's critical that we get it to the ballot and get it passed. >> thank you, supervisor wiener. i would ask, thank you mr. ruskin and thank you katie tang and i'm excited about the presentation that you're going to give and you look at equity -- but i wanted to say, having the strongest possible support in our neighborhoods for this bond moves us closer to achieving all the goals from the t-2013 recommendations,
