nbc bay area's monty francis is in oakland with that story for us. >> reporter: good evening. represents about 35,000 physicians statewide, and it took the stance even though it says the medicinal value of marijuana remains unclear. the cma says it's an open question whether cannabis is useful for medical purposes but the only way to find out is to legalize it and do more research. more important, the position comes in response to a growing frustration that doctors are being put in the difficult position, deciding whether to prescribe a drug that's legal under state law but illegal under federal law. we heard reaction from the executive director of harbor side health center, one of oakland's four pot dispensaries. it serves about 600 patients a day. >> i'm 100% confident that as the cma and other researchers are given opportunities to look more deeply into cannabis, that they will find what i know. that it's a very effective medicine for a wide range of ailments. >> reporter: not everyone is cheering the cma's decision. the california police chiefs association called it "an un

we bring in monty francis who joins us. you're on site. one of the questions you're getting, why has the search been suspended tonight? >> reporter: well, because investigators say they believe that this neighborhood is now clear. the sheriff's department set up a command center in the parking lot of hp. they say they will be out here all night. but the concentrated search for the suspect was called off after a 13-hour manhunt. as night fell, the roadblocks and perimeter came down. but with authorities still warning people who live in this sunnyvale neighborhood to keep their doors locked, many here are not resting easy. >> it's scary, it is. our neighbors are all afraid and just scared. i'm glad i have my dog. >> reporter: earlier today, police were joined by the fbi and u.s. marshal service going street to street and house to house, using blood hounds that frequently picked up on a scent. as a helicopter circled overhead, they searched for any sign of allman, who was last seen near a gas station after he shot and injured a woman he was t

live in stockton, monty francis, nbc bay area news >>> gun right advocates in san leandro brought out the big guns today. literally. dozens of people gathered this afternoon in san leandro near bayfield mall carrying their biggest guns to prove a point. they want a pending state law banning the open carry of pistols repealed. the new law takes effect january 1nd but does not apply to shotguns or rifles. gun owners upset with the law say they plan to start packing heat in public as often as they can. supporters of the law are calling on the display to an invitation to ban long rifles in public as well. >> my government officials have forced me to do. it's not something we wanted to do. i've been openly carrying for years now and never carried a long gun until now. >> i think that guns breed violence. and i think that the more guns there are, the more likelihood that people are going to be killed. and that's whether it's a kid fooling around with their dad's gun or people on the street. >> those charged with violating the law once it goes into effect could face up to a year in prison. >

we begin now with monty francis who joins us from sunnyvale in the middle of this quiet community now essentially on lockdown. what's the very latest? >> we're now in hour 12 of the manhunt here in the nand and as you can see the suspect is still at large. police have blocked off the street here at homestead and quayle avenue, and the s.w.a.t. team has focused on an area a few blocks from here. the s.w.a.t. team has surrounded no fewer than ten houses throughout the day with guns drawn, and late this afternoon we saw s.w.a.t. team members running up quayle avenue being led by a ballooned hound that apparently picked up on a scent. investigators believe he's on foot and somewhere in the vicinity because they found his car abandoned at a nearby arco gas station. a men's bathroom was surrounded a short distance from here and used a row bo-- a remote controlled robot to go inside but he was not fine. police are still calling him armed and dangerous this. manhunt has paralyzed this neighborhood. people have been warned to stay inside and others have been unable to get into their homes. >>

nbc bay area's monte francis is in san francisco with more for us. monty? >> good evening. seven of the candidates sent this letter to the secretary of state and to the department of justice. they want election monitors to oversee the voting process. this all stems from video footage taken on friday in china town. the online video posted by a campaign staffer for leland yi shows workers from an independent group supporting ed lee. you see them here wearing blue shirts helping voters fill out absentee ballots and in some cases actually filling out the ballots themselves. we caught up with several of the candidates at a mayoral forum earlier today, including those who are blasting the mayor and his supporters and suggesting that voter fraud may have occurred. >> well, it's outrageous what's happened. we have a videotape that essentially shows workers connected with at least independent expenditure telling people how to vote. helping them fill out their ballots. that's a clear violation of elections law. >> if i had heard that somebody was doing that on behalf of me iwould sta

monte francis joins us from the hall of justice with that story. monty. >> reporter: good evening. this is affecting some counties more than others. here in san francisco there is no problem with overcrowding but the jail in san mateo county is at 125% capacity. even so, the sheriff there says he will try to queez in an additional 200 inmates part of what the state call as prisoner realignment. the transfer of 42,000 inmates to county jails began today. here in san francisco, 700 inmates are expected by the end of the year and 30 of those arrived today. a short time ago we spoke to the supervisor who chairs the public safety committee. he explains it's supposed to involve lower level offenders. >> they will conduct a strict risk, case by case risk assessment of each inmate that's coming back. the criteria, supposedly under assembly bill 109 is that one, they cannot be a violent felon, two, not a sex offender. >> reporter: he says his long term concern is about funding. the state is providing san francisco with about $6 million to cover the cost for the transfer of prisoners which f
