now moody's does say that the ratings outlook is stable. it says domestic investors' appetite for government bonds is strong and that private stor profit is sufficient to cover the fiscal debt. the agency says the risk is low of a surge in yields on japanese government bonds. >>> well, people who track the markets are seeing volatile movements in dollar/yen trading on news of that downgrade. the greenback popped up to the 119.1 yen level. its highest in seven years and four months. profit taking, though, quickly kicked in. the dollar retreated to the lower 118 yen level. but the yen does remain under pressure, as some traders are speculating about the prospects of further monetary easing by the boj. now the weaker yen prompted investors to buy up japanese shares. the nikkei average added three quarters of a percent, 17,590. another seven-year four-month high. also in asia, mining markets ended lower. investors took in data from china showing factory activity there slowed to an eight-month low. hong kong tumbled more than 2.5%, its worst sin

analysts at moody's from analysts postponing would delay budget planning. they say japan's debt reduction plan will likely be announced next year. >> we think that the, the delay adds material uncertainty to the credit profile in general and then also to the ability to reduce the government deficit. >> investors are selli ining bo this morning and the yield is higher rkts. still, they're saying their outlook is stable. they say domestic investors still have a strong appetite for bonds and that private sector profit can cover the debt. they say a are risk of a surge is low. overnight, currency traders in overseas markets moved on the announcement. they took the dollar from the lower 1.19 level to 1.17 in just three hours. right now in tokyo, the pair is trading at 118.33-34. they say the appetite has faded after moody's downgraded so, traders are buying the yen which they see as a safer asset and riskier assets like stock are being sold this morning. the anikkei trading lower. some investors are selling stocks to take profits from the recent gains. shares of

let's talk more with chris moody, thanks for joining us this morning. first of all, it seems pretty clear that the president is trying to in some ways take the rhetoric down a notch or two that he doesn't want to escalate the rhetoric with north korea when he calls this cyber vandalism. how does this benefit the administration moving forward? >> well, the words of presidents are extremely important in carrying a lot of weight, obviously. especially when it comes to foreign policy. for him to use that word, war, there would be serious international implications, you're right, he was trying to de-escalate this and proportional response for an act of cyber vandalism is very different than an act of war. this has raised a lot of concerns about cyber security, both in the government and in businesses. and it's something that security experts have been warning about for a very long time. so, while it was terrible for the company and embarrassing for a lot of people, i think it's going to serve as a wake up call in many industries across the country about gett

takes on japan. >> loadings -- moody's takes on japan. kind of acknowledging what the market has priced in. is that the case here? debt at they were in 2.5% of gdp. a full employment primary, it is clear that japan is a fiscal show of harbors -- a fiscal show of horrors. point the agencies will wake up and japan will find itself in a pickle. >> everyone acknowledges japan is different than the rest of the global markets because it is so domestically focused, especially the bond market. >> and mixed of difference because someone still has to hold it. -- it makes no difference because someone still has to hold it. they will not hold these things. i think in any case japan is about to become a persistent deficit country. the leader of securities will be us, no longer the japanese pension funds. >> i also want to bring in mark ellwood, the author of "bargain fever," to give us some perspective on the shopping madness that was supposed to be over the weekend. it is estimated there was an 11% drop in thanksgiving long weekend sales. have people

well, now moody's investor's service has also downgraded the country's credit rating.joins us live in tokyo with more. so andrew, i mean, how damaging is that downgrade? this is going to be the fight to the death for shinzo abe, isn't it? >> reporter: it's, it couldn't have come at a worse time, obviously, to have a downgrade on top of news that you are in recession. but i think it is important to note that this downgrade is on the back of mr. abe actually postponing a consumption tax which is due to come in april of next year. and he postponed it because the economy is just not strong enough to bear it, basically. so consumers here will be thankful for that. and the reason moody's downgraded japan was because without that tax, it's going to be difficult for japan to balance the books. so it becomes a slightly beggar credit risk. that means japan is lower than south korea and china now as far as its risk profile, which is not good. certainly, japan's always seen as a very reliable economy. so to have that is certainly not good news for shinzo abe. but really, he's goin
