mooney, for five minutes. mr. mooney: thank you, mr. speaker. i rise today to speak on an issue that i care deeply about -- protecting the unborn and defending life. this week i reintroduced the life at conception act. i'm honored to be the lead sponsor of the life at conception act, which simply defines human life as beginning at the moment of conception. as a result, unborn babies are entitled to legal protection under the constitution. we had a record number of original co-sponsors this past congress, and i pray this bill will pass congress swiftly. i believe that we have a moral obligation to protect the unborn at every stage of development. it's something i've always been passionate about. i was president of my college's pro-life group, the dartmouth commission for life. i discussed the value of human life with them. it was a great feeling to know i was opening eyes to the value of all human life one student at a time. protecting life is one of the issues that can tell me to run for office. when i first asked for the opportunity to serve yo

mooney's points. well made. this administration hasn't turned around health care in america and hasn't seen more choices, people keeping their doctors, keeping their insurance policies they like. they have seen deduct i believe so skyrocket so that so many eople across america, that $5,000, $7,000 deductibles, we never had high deductibles like that before and that meant they weren't going to get insurance help and totally on their own and every single payment they made even if they got subsidies from the federal government was for nothing. they got no help. they could never come up with enough money in one year to meet the deductible so the insurance would start paying in. what's most's griegeous that apparently we found out that much of this was would happen efore people had obamacare forced on to them. and then in the last week, we ve had this story from the "washington times" finding out that the i.r.s. prioritized their role in obamacare over taxpayer customer service. that's what their own inspector genera

mooney: thank you, mr. speaker. i rise today in strong support of the rule and the underlying joint resolution to begin the process of rolling back president obama's war on coal. not to be confused, that is the rule we're debating here today. that's the bill before us. not the other issue being discussed. . i was proud that in the last congress, i was the lead spon so far the stream act, h.r. 1644, which would have prevented the implementation of a new coal regulation that would have cost upwards of 70,000 good-paying jobs. my legislation passed the house of representatives in january of 2016 with bipartisan support and sent a clear message to president obama's administration that the so-called stream protection rule was bad policy. unfortunately, my bill never received a vote in the u.s. senate. despite the clear message from congress, the obama administration in the final days issued a disastrous stream protection rule. again , he did this as he was leaving the presidency in the final days before he left office. b

and a couple of things that in fact secretary mooney has just published an article yesterday that was in bloomberg kind of recapitalizing the various points on this issue. two of those i wanted to get your comment on. first of all, the blue ribbon commission that was formed, some by our former chair, senator de minuci and some of our former leagues spent time on this issue and said one of the ideas would be to separate defense from commercial waste because you might be able to get it done in a more rapid time period. and secondly, basically advocated for a consensus process. the notion that we have spent time and money trying to do something that there are great objections to in stymieing the process, their advocacy was looking for a process where states and those who would be hold i holding holding material would be done in a consensus fashion. do you accept that concept of the blue ribbon commission recommendations? >> senator, until i have the opportunity to sit and truly go over it i think it would be unfair for me to tell you absolutely without having read it at length. but as a
