stanley, jp morgan and goldman sachs. they proposed to give back too much capital to shareholders and if it were in place they would not have met the fed requirement. those banks did end up clearing the bar when they took down the expectations for their capital. bank of america will have to resubmit the plan by the end of the third quarter. still announcing a $4 billion buy back which is brand new for shareholders. one of the others is that the fed found no issue with the proposal brought by city group which last year the fed objected to on a qualitative basis. you can draw the conclusion that the federal reserve thought that city group made good progress on the way it planned for capital. moments ago we saw that city group is initiating a dividend of 5 cents per share. up from a penny per share last year and it's also initiating a stock buy back of $7.8 billion. >> now last year city group asked for a 5 cent dividend and also asked for a $6.4 billion buy back and had to take that back down to $1.2 billion when the fed re

morgan and goldman sachs and morgan stanley did.se stress tests with the notion that if the fed says no to anything, that is bad. that makes sense. you don't want to be told no by the fed. what these banks did was make aggressive proposals or aggressive requests to raise dividends or buy back stock and were told by the fed that is too aggressive please resubmit. what you can do -- that is called the mulligan. they got the initial stress test results. the fed came back to them and said your dividend and buyback requests are too aggressive. come back with some to nelson. the key is the fed gives them guidance a when you make resubmission, you have a much better chance of getting as you want because the fed has given you guidance. that is what the shareholders want. what we talked about with citigroup having to clean its beak and bank of america being in the worst position of the wall street backs because they only got a conditional approval. the best performers here in a relative sense might be jp morgan goldman sachs, and morgan stan

so, for jp morgan, goldman sachs, morgan stanley yes, they had the market down.le to return a substantial amount of capital to their investors. eric: from the head -- that perspective, there's a balance being struck here. according to officials i heard from on this conference call, they expect about 60% of the net income that these banks will generate over a five quarter. to be paid out in the form of capital distributions, which means that 40% will continue to be retained earnings, and other words, the banks are still as a group -- were not just talking about jp morgan, goldman sachs -- the ones most active in capital markets, but all as a group are continuing to build capital from a perspective that the rule making the american banking system safer and sound because there is deeper cushion. alix: will there be some kind of fallout from the shareholder perspective? you make a case on how banks wind up allocating their net income. do you think we will see this reflected? >> because the stress test have become for many banks what you manage from a capital perspect

jp morgan auto loans are a big deal.got done talking about our ownership in gannett. bank of america is the biggest proxy in terms of demand for cars and homes and that stuff. it's kind of polarized that between what we find attractive in the banking world. you take like a city group where they're getting 70% of their revenues abroad. asia is a much bigger story for them. our biggest is trouble is do we have enough leverage and exposure to what's going on domestically and we think that's a question more investors should be asking is that economic cyclicality present in a major way especially for groups in london and europe trying to get after what's been going on in the united states. >> what happens when rates go up, cole? >> that's funny you mention that. it all depends on which ones you're talking about. for example, we consider a company like caterpillar which we don't own a cyclical stock. they go through boom and bust cycles. the problem is a company like that does 27% of their revenues in the u.s. they have little
