actually out side of the flood plain that that's protects the flood wall, that protects the city of morgan city and this just shows you how vulnerable coastline of louisiana is right now. we're standing at about six feet above sea level and with a storm surge potential of six to ten feet in this vicinity you know that it's not about how far away from the coast you actually evacuate to, but it also has to do with how far an elevation above sea level. but you actually we are the threats going forward as these outer rain bands from hurricane francine make their approach is of course, these hurricane force winds that will bring down trees it's been a very saturated soil that's above average for this year. that could take down electricity, energy, one of the main electrical suppliers in the state of louisiana and other companies prepositioning about 10,000 personnel to quickly restore power to the areas that get impacted. i know. are power is currently downward right now. where i'm located. but also the potential for spin-up tornadoes. we have a tornado watch within this area. it extends all the way

and we saw similar experiences unfolding across the area here in morgan city as numerous roads were flooded and talk, we had to at the very last minute abandon our live shot location because water started to overtop of this berm that was protecting our area. >> and so we quickly evacuated, but getting back to a safe location even became a challenge in adventure in itself because so many of the roads within this very low lying st. mary's parish were flooded. so there were many homes that took on water, many roads that look like rivers we experienced it firsthand ourself. now, this storm system is not done yet, so we want to talk about what happened in louisiana when we're talking about 8.38 inches of rain in such a short period that eclipses their normal monthly average. and some locations got over nine inches. but here's the latest from the yeah. tropical storm. it's actually currently located near the border of mississippi and alabama is still churning in a lot of moisture across the deep south. so the flood threats still remains for some locations about 14 million americans,

we have video out of morgan city, which is about 90 miles southwest of new orleans. this storm has now been downgraded to a cat one, but it's still bringing destructive winds and wide risks of flooding. people under alert up to the louisiana, alabama and mississippi regions. back here in our region, firefighters are scrambling near reno, but there is progress to report. containment is now 37% and some good fortune not as windy as expected in the reno area. officials say despite the red flag warnings, the fire remains at 5600 acres. the winds did not fuel any explosive growth. crews also battling three large fires in southern california, the biggest of which is called the bridge fire, destroying homes in the angeles national forest. nearly 40 homes lost in la and san bernardino counties, with many more at risk. look at the video here. it's burned nearly 50,000 acres, and bay area crews are being deployed to the front lines to help. behind me now is a time lapse of the airport fire burning. burning in riverside and orange counties. you can see the flames as they move t

the now category 2 strength hurricane making its landfill tonight close to morgan city, louisiana. the national hurricane center warning of dangerous and life-threatening hurricane-force winds. the storm marching ashore along the gulf of mexico bringing heavy rains and flooding and a storm surge of up to ten feet. dangerous conditions including a tornado risk expected through the evening impacting southwest louisiana, mississippi, all the way to the florida panhandle. the rapid development of francine over just a few days left a shortened window for hurricane preps with sandbagging not getting under way until yesterday in some places. on its current track, the storm could be a direct hit to new orleans. the heavy rains testing the crescent city's network of pumps. tom llamas is there for us. tom, what are you seeing? >> reporter: so, lester, the situation here in new orleans is getting more intense by the minute. this city has faced bigger and stronger hurricanes, but when this hurricane came ashore, it had a rapid intensity. now, a category 2 hurricane, and soon the big easy will

it's 360 miles southwest of morgan city, louisiana with 65-mile-per-hour winds. will probably make landfall sometime as you mentioned right around this time tomorrow evening. the hurricane warnings up for much of the louisiana coast, new orleans in a hurricane watch. we look for this system. don't worry about the category. it's the impact. we could see wind gusts of up to 95 miles per hour, widespread outages and damage to homes. plus we've got that storm surge ahead of those winds. five to ten feet from central louisiana all the way to parts of the louisiana-mississippi coast. we're looking at a moderate risk of strong flooding. because they've already had recent rainfall so all this heavy rain could make more flooding even more likely when we're looking at up to 12 inches of rain. lester? >> all right, al roker, thanks very much. for more let's go to jesse kirsch, who is in new orleans. and jesse, how are they bracing for francine there? >> reporter: lester, we're talking about the possibility of three to five feet of storm surge flooding and even tornadoes her
