nbc's morgan radford is in palm springs with the very latest. >> reporter: hey there, guys. federal investigators are on the scene today trying to figure out exactly what caused this horrific accident that killed 13 people and left dozens more waking up in area hospitals this morning. a weekend trip to the casino turned deadly. passengers shaken. witnesses say around 4:00 a.m. their tour bus left a salted sea beach casino, headed for los angeles. an hour later it slammed into the back of a tractor-trailer in palm springs, knocking its driver unconscious. >> the impact hit me from behind, and i just blacked out for a minute. i'm blessed to be alive. >> the speed of the bus was so significant that when it hit the back of the big rig, the trailer, the trailer itself entered about 15 feet into the bus. >> reporter: the california highway patrol telling nbc news fatigue may have been a factor. the bus driver was killed in the accident. some who remain in critical condition. are are the victims expected to recover? >> we're not going to make any predictions, but everybody that is

morgan radford tells us more. >> reporter: when the military needed more troops to help afghanistan - the california national guard started handing out bonuses, a $15,000 one or more. >> my first deployment. >> reporter: robert deandrea served two tours of combat duty in iraq and now asked to return his $20,000 bonus. >> or i'm in violation of federal law. >> reporter: what did you think when you first got that letter saying you owed money? >> anger, we didn't do anything wrong. we stepped forward, volunteered and did our duty and now we're getting slapped in the face for it. >> she was signed by a military recruiter. in some cases some of them knew they were not really eligible for enlistment bonuses but signed them up anyway. in 2011 a so-called incentive manager for the california guard pleaded guilty to filing false claims totally $15 million. three other officers also pleaded guilty to fraud. group of critical skills to almost everybody that was joining was eligible. so in a lot of instances soldiers would get paychecks or -- far and above greater than their normal pay. >> report

morgan radford live for us in kingston, jamaica. i want to bring in wnbc meteorologist raphael miranda. you're my spaghetti guy here. what are the models showing you? >> they're not looking great for portions of the caribbean, especially haiti where we could see up to 40 inches of rainfall, richard. could be talking about devastating mudslides and flashflooding. jamaica as well and cuba not out of the woods. we've been seeing some strengthening, signs of better symmetry in the storm throughout the day. it looks a little healthier, more organized. we're seeing the spiral bands. we've noticed the signs of strengthening and the wizards pick up since the last advisory, now 140 miles per hour, a very strong category 4 hurricane. we're not expecting matthew to weaken much below category 4 over the next few days. here's a look at the path. you can see as we head into tomorrow and tuesday morning we're expecting a major hurricane crossing, maybe making landfall in haiti, again weather those rainfall rates, rainfall amounts of near 40 inches

nbc's morgan radford joins us from charleston, south carolina. rgan, how is it looking right now and how is the flooding, specifically? >> reporter: well, katy, these winds are pretty strong. and you can see where some of this floodwater is still here. we're in the heart of downtown charleston, and this is usually a bustling area on a saturday noon, but now, not so much. you can see where some of these trees are down in the middle of this road, and they've just been in the past hour moved to the side here. but i want to show you some of the damage. now you can see that this water is finally starting to recede in parts of downtown, but even the gas station up the street, the water has been moving into this gas station area. people were filling up their tanks. there's not a lot of gas left in the city, because people filled up their tanks the before they went to evacuation shelters. lots of shelters scattered throughout charleston, like north charleston high school where people were hunkering down. but what's most interesting, the way this city has

. >> that was morgan radford reporting. tonight we are learning more about the company that operated the bus. one of the owners was driving and was also among those killed. it was last inspected in april of this year and did not have any mechanical problems at the time. >>> we first told you last night at 11:00. california national are having wages garnished to pay back. tonight we are learning how many people this effected. we have been following this story and joins us know. how many soldiers are we talking about? >> we are talking about nearly 10,000 soldiers. many received more than $15,000 if they decided to reenlist and go to war. they never thought they would be asked to pay that money. christopher vanmeter recently retired after more than 21 years of service. the iraq veteran was awarded a purple heart. in 2012 the national guard sent him a letter that stunned him. it said he had to repay $25,000 in reenlistment bonuses and $21,000 in student loans an had to repay the $46,000 in just three years. >> it was awful. it
