good morning. >> reporter: hi, aaron. good morning. today the council could clear way for legal d.c. owners to carry their guns around with them anywhere they go in the district. the council will be debating the issue today after a judge said that d.c.'s gun laws have to change by the end of october. so this could happen in just a matter of weeks now. we are expecting the council will give the police department the authority to issue conceal and carry permits to legal gun owners. there's going to be requirements. anyone who applies for this permit will have to go through an 18-hour training course, a background check and a mental health check. there are restrictions as to where owners can take their guns. they cannot take them near a school, they also can't take them into a bar or any other establishment to serve alcohol. or on public transportation. that's because it's somewhat controversial with gun owners believing they should be able to move around the district with their gun on metro and buses. the council will be discussing this

matt delucia is live there this morning. matt, i know you just got there, what have you been able to find out? >> tracy, we got here just a few minutes ago and just to narrow down the location of this a little bit. on stevenson avenue at the moment. i'll step out of the way and you can see the investigation unfolding behind us. this is in edgewater park. the crime scene unit got here about 15 minutes ago as we were pulling up. this investigation was going on for a little while now. this area here, stevenson avenue has been taped off for the time being. you can see some of those officers over there in the middle of the street and over to the right side of the street. we've seen a lot of the activity there within the past few minutes. so, the investigation is unfolding as we speak, as we mentioned, off-duty officer is involved. that is the only thing we have been able to confirm right now. we have been making some phone calls to get additional information. again, this is still very early on. the circumstances of this shooting,

good morning, tara. >> reporter: well, good morning. the fire inspectors tells us this fire was burning a good hour before the smoke alarms were going off. and we know crews have been up there on top of the roof trying to pinpoint the cause. a retired firefighter shot cell phone video that we have here showing flames and small sparks shooting out of the roof. the smoke alarm went off at 3:00 this morning. luckily, no one was inside. officials say they were able to pounce on the fire quickly. they believe the damage could have been a lot worse without the early-detection system. >> when we arrived, we saw smoke coming out of the northeast corner of the building. and so we immediately gained access to the roof and cut a few holes to identify the area and where was the fire at. >> reporter: now, there's quite a bit of water damage inside the gym and some ceiling tiles are in danger of falling. i spoke to a school administrator who said most likely the gym will be offlimits but classes will not. school is open. back to you. >>> a labor day
