i am now going to introduce jonathan moscone, who is the youngest son of mayor moscone who was really just a young teenager at the time his father was assassinated. jonathan, i've heard you speak before. you're always so inspirational. so, i turn it over to you. thank you so much. [laughter] >> in fact, as i am happy to see so many people here as i do, as the comedian paula said, even if you weren't here, i'd still be up here talking. but despite my tendencies towards reliving the admonishment of my fifth grade teacher sister grace who chastised me for having diarrhea of the mouth and constipation

i was mentioning to the moscone family did not fall on this remembrance.the milk family, we were all together and we actually had a little bit more joy because we did have a week that separated it. it's a very tough time for my family since 1978. it's difficult to try to explain. i don't think i could have done as good of a job as jonathan, how tough that is. harvey was a part of every milestone, large and small in my life, for 17 years. and i just can't attempt to explain that loss in words. but there is a connection with the emotions that jonathan shared and that i have shared with rebecca that goes beyond my ability to put the warmth of these remembrances here in san francisco, the meaning of that. for me it has been a bright spot that in sometimes frigid temperatures i've been here and you all have come out and warmth we've come out. we've walked actually together to the castro and we've walked back from the castro here. we've interchanged that over the years. but that does give a lot of solace to the milk family and i deeply appreciate that. my uncle'

the gas leak emptied out the moscone center and the area around fourth and folsom street. police blocked off a one-block area. the moscone center was hosting a medical convention when the alarm sounded around the building. they thought there was an attack. >> just below the service, everybody is edgy because of stuff like boston, particularly when you're in a group. i mean, there are 10,000 people at the convention. >> reporter: this man says there was not a panic exit from the auditorium. >> everybody was pretty calm when the alarms went off, everybody walked to the escalators and got out of there, it was pretty simple. >> reporter: this man was just leaving his job at the moscone when he smelled gas. >> you guys smell that? we should be gone, off this block as far as i'm concerned. the gas leak, if it blew, who knows how many blocks it could take out? >> reporter: with were also concerned at the center. >> we evacuated people at the moscone center, the museum of modern art and apartment buildings, there, as well. and basically all the people affected were asked to go to

given the fact that moscone is again looking at expansion, i think it's, you know, it's an opportunity to look at some of those blocks again and try to fix them. >> yeah, the specific conditions around the perimeter of the moscone blocks are really the subject of the moscone expansion project and they're taking that on in a lot of detail. our e-i-rs are running in parallel and there's a lot of coordination going on. so, the analysis going into both the e-i-rs, pedestrian conditions, everything will be, will be consistent with each other and we're engaged on that. the central corridor plan in terms of our broader look, we're focused more on folsom street and third and fourth, but not the immediate kind of front alans which are real technical challenge that the moscone project is taking on directly. >> if i might add, commissioner, moscone has a separate e-i-r from central corridor plan, but we are sharing the transportation component, the transportation study is one study for both projects. >> moscone is not looking where they're 135edctionving. they're looking to try to fix the -- >> y

again those museums sit on top of moscone and large partitioned of moscone are still owned by the agency. to put this in context the project would be the only residential project in the area to pay this ongoing fee to support the gardens. the other commercial place they transcribe, however, other residential developments in the area see parliament and, of course, the 14 hundred affordable apartments don't contribute. top of that they require the restoration of the building that value is approximately $11 million. in addition the jessie square garage the developer is to take care of the outstanding bonds but we entered so what a tax situation. primarily we are paying for this by taxes but it's a hit to the city's gentle fund it's $18 million the developer will not only defeasor the bonds of $20 million but will reimburse the city of $18 million this see freed up money for other intended purposes. and that's appropriate in our winding down activities. timing does matter for all those projects and the components and he benefits i transcribed we're under a ticking clock the state expects us

the expansion of moscone, street parks, the easter bond, some additional work coming from puc and mta capital programs. we're going loose looking forward to reducing the wait times for street use and tree permits. there's quite a number of people coming to our desk the economy is growing so one the initiatives is to reduce that. we have peer internships. we have partnerships and we have some perspires with some of the nonprofit. and hopefully, they will become apprentices and journey man. the process of relishlt and the responsibility to private property owners who have done quite a bit of work around identifying trees and one of our initiatives is to transfer 3 thousand trees that are ready to go with a little bit of tree work. >> also within the department we've made it a priority to make sure that our staff takes advantage of training opportunities. and they're able to do their jobs better. and finally we're implementing an i t system to respond to service requests to monitor performs and allocate resources efficiently. we use that data to inform us how to do better and geter c.m.s

we started the work on the central corridor and separately it includes the moscone center. the public scoping meeting actually has been held. we're very heavily involved in the development neighborhood program. and we're doing the case studies and the democratic graphic studies for the conditions. we have essentially completed the jefferson street for broadway and castro street and we're working on hate street working with the neighborhood open hate street and we'll soon be working on the outer mission. we have an internal process that will help our review time to actually sign a staff person in the process of a prim point of contact. i'm proud to say with d b i we're on schedule and on budget and we're about 80 percent complete and we're scheduled to go live this fall. for next year we're working on a number of initiative. we would like to have a general update of the plan that have not been updated for a number of times. and we're required to produce a new housing project this next year. we are starting and one of our budget requests for a new outreach program. this is so

there is a growing number of pedestrian destinations from cultural institutions to retail centers to moscone center, to the over 20,000 hotel rooms in the downtown. plus the thousand of residents and hundreds of thousands of employees. ~ thousands as we study the pedestrian use along market street and along mission street, we found a dramatic spike in pedestrian volumes during the peak hours of retail on third and fifth streets. interestingly, the two ends of mission street have comparable numbers as market street. they follow very similar patterns. mission street just slightly lower. so, moving to the design, through the design we address the large number of wide intersections, many of which are uncomfortable for pedestrians to cross by narrowing them. we're also redesigning two of the four intersections with middle islands which currently force pedestrians out of their way and require them to cross two lane cycles which every other mode gets to do. crowding is a factor we consider? n studying minimum widths ~ for comfortable but intimate walking experience. and finally in san francisco we

the feasibility of the 500 room hotel is also ismap in part to its location, distant from the moscone center, [speaker not understood]. ~ the higher cost of land and construction similar to new york, but the room rates are significantly lower. the feasibility report did find the smaller 250-room hotel would be economically feasible due to its lower operational costs and more -- since it's more efficient to a full-service hotel. the amendment in front of you is fairly simple. it would allow 350 units of secondary use with a smaller hotel. the owner participation agreement that's being processed separately is more complicated, but [speaker not understood] because it has the affordable housing, some other issues. similar to the opa plan amendment, it furthers adoption of 500-room hotel or smaller with the 350-room dwelling. and also the opa amendment addresses the issue that with the block 1 wrote et is proposed we'd have an increase in market rate units in mission bay. so, it includes an affordable housing requirement. at about 12:30 this afternoon, at fourth and folsom streets, and prompted evacuations at yerba and mosconeer: yes, when we first arrived here we could smell gas two blocks away from where the leak was, fourth was closed from mission down to howard. now opened again. but folsom is still closed from third to fifth. and we're now told that the pg&e crews have capped the leaking gas line that caused so many problems for the past few hours.
