and for the first time in over ten years, we are negotiating the terms of this mou. it is appropriate that the board exercise its role in bargaining as a branch consider consider bargaining as a branch of the employer, meaning that as an extension of the mayor's office, particularly given the sequence of acting an appointed mayors over the last 3.5 months, excuse me, this is an important conversation that we're having on behalf of the people of the city and county of san francisco, and i just want to ensure that we're doing a good job of making clear the scope of what is legally discloseable, what exactly is being negotiated, and whether those items reflect the public's desire and sentiment. while it is the mayor's job to consult the board of supervisors through dhr, that's the department of human resources before any final agreement is negotiated, it is the board's job, this body, to approve the mou submission. so before -- before i'm comfortable on approving anything, i thought it was appropriate to have a hearing. i want to publicly express a few concerns that i h

it's part of the 71% for our uesf mou. focused a lot on your master teacher program, as well as providing additional hours for training, making sure and providing services and supports to certified and paraprofessional staff, as well. and then, there are support staff within the district that are supporting and coaching the middle school redesign. the next slide is not attractive, but what i will say is what it outlines really on the left are some of the updates that we have and some of the recommendations on them. we heard from some of the teachers in our own personal lives, as well as we heard what the underspends were, that it was hard to access professional development. we've been continuously striving to make them more accessible to the school sites, to make them more feasible within our staff's normal work, so we see there is progress in that as we are spending more in professional development. these are really the top two items. the third one is one i spoke about earlier, which is looking at t at the technology budg

we have signed mous and they have the data and they are in the process of conducting the analysis, one of which will be how effective are we with the deployment did that have an impact on crime, and we are awaiting findings but the preliminary findings have been positive. working with the office on what that right staffing the level is and we know that the city didn't have unlimited resources but we want to be tasked to address the challenges before us. i talked about resources and technology. our workforce and the police department are driving the fleet every day, so we want to make sure they are maintained. that is a huge part of our requirity. technology is a big part of our budgetary request in terms of the infrastructure to be able to collect the data we need to do the analysis we need to be better and really understand what we are doing and capital planning and facility the last part of that. staffing includes being able to stabilize our foot beats and our operations center. we had good momentum with our autoburglary and we would like to sustain that and push it forward. we saw h

we have two mous that we signed with academic and research institutions and the department of police accountability working with the controller's office doing an audit on some of our practices and that will be an ongoing thing due to the laws changing on that issue. we also have the agreement that you all are aware of with the california department of justice to reinstitute our reform initiative. right now we are in the process of developing the work plan of what have that looks like and working with the california department of justice represented from the police commission and the police department, so that is another outside entity looking at our practice, so to get back to the basis of your question, internally we have to have a mechanism to inspect. we are also in a budget and will respect civilian personnel to help do that. some departments have combination of sworn and civilian this was units and i think that is a good combination. in terms of deployment practice. we instituted a deployment unit that looks at deployment city wide and keeps an eye on that. that is partially sta
