i want to introduce also monique moyer director of the port. who she began -- became director of the port she noticed how much energy and funds were being focused on the northern waterfront and requested whether or not we could do more in the southern waterfront and i think these projects are an example of how we responded to that challenge, so monique moyer executive director. [applause] >> good morning and thank you. it is wonderful to see so many of our friends and supporters and hard workers here today. how many of you are here at heron's head for the first time? a show of hands. not many. that is terrific news. well welcome back. this is one of the greatest places in the city i am fond of saying. it's visionary. you heard about that from the mayor already and part of it is san francisco moving forward in a way that other cities just don't do. first and foremost other cities do not pass general obligation bonds of this type for a park and none for waterfront parks so we are already ahead of game that way, and we are proud of the generosity

i'm here before you to ask your approval of the resolution, which would authorize executive director moyer to enter into a memorandum of understanding between united states navy and the port to allow the navy to execute the first phase of the dry dock disposal project. so, first, very brief bit of history on the dry dock. it was constructed in 1942 for the world war ii shipbuilding and ship prepare effort. it was in use for over 50 years, finally due to excessive wear and tear declared unfit for service in 1999. as a bit of visual history, the photo in the background was taken shortly after in 2003 when the dry dock broke loose of its moorings and landed on treasure island. the picture you see there is dry dock number 1 inside of dry dock number 2, being lifted out of the water to be serviced. >> can you talk [speaker not understood], this is how far. >> where is it located now? >> yes. >> it has been at pier 50 adjacent to the maintenance shed for about eight weeks now. we needed to relocate it from pier 80 free up that space for america's cup activity there. >> thank you. >> over the yea

moyer. >> thank you. good afternoon, supervisors. thank you for allowing me to have a few minutes to speak. there is a broad group waiting a long time. i'm anxious to hear from them as well. i don't have a lot i want to share. i think it is instrmental to look at appears 30 and 32 for a second. they were built as two separate piers in 1914. they will mark 100 next year. they were joined in 1952 when we moved from rail to trucking. this was filled in in 1914 to provide a rail yard to support piers 30, 32, 26 and 28. that is where the city had the sugar import section. we were a big importer of sugar. those were envisioned and pioneered to be built with reinforced concrete to make them fireproof. ironically in 1984 the buildings on top of the piers burnt down but pier itself survived. in 1987 there was a proposal for development on 30, 32. by my count this is the sixth proposal to do some sort of significant development on peers 30 and 32. that is completely unique to this site, unlike no other project the port has done. as the port di
