. >> reporter: 27-year-old allison moyer is facing a battle she never expected. >> it never occurred to me that i would have breast cancer and certainly not be diagnosed so young so it's definitely been a shock. >> reporter: she felt a lump in her breast in december. a digital mammogram didn't show the cancer clearly. still, the lump was there. next came the ultrasound, biopsy and finally the mri. all leading to her diagnosis of stage 2 breast cancer. >> waiting that week to week and a half to find out whether it was malignant or not was very stressful. >> reporter: a doctor says all those tests were necessary to understand the extent of allison's cancer and the waiting and unfortunate part of that. but she says things are changing. >> this is the standard mammogram completely dense breast can't find a thing. apply the technology, boom. three cancers all in a row. now we have esm. we can do new type of mammogram technology. a woman can wake up in the morning and go to bet with answers and a plan. this potentially could replace the need for mris. >> reporter: so how does cesm work? a

dae, because as a result of this being a mitigation measure, the project is not eligible for carl moyer funding. i want to thank hugh for taking the news in stride as we try to come up with an economic solution for the project. and i think we have done a pretty good job of that. the letter of intent proposes it will construct of 20 megawatt system using an electrical contractor. it identifies highly-qualified company to do this kind of work. they are in the process of trying to meet the city's various requirements for doing business with the city, and we will continue to assist them with that. mayor lee and supervisor cohen have introduced legislation to enable the port to work with them on the project an amount not to exceed $5.7 million, and that includes a $600,000 cost for disposing transformers that have been at the site for a very long amount of time and are well beyond their useful life. that is a pork obligation to dispose the transformers. under the term -- that is a port obligation to this force the transformers. we would come up with the initial sources of capital to pay for

, special projects manager with the port of san francisco, representing the port director, monique moyere slide show -- the port through the america's cup planning process and the cruise terminal planning process has identified that it needs to disconnect shoreside power at pier 27. this pier 27 shoreside power project was a marquee project for the report. funded by combinations of sources that i will describe in the presentation. we got a lot of scrutiny from the bay area air quality management district, who partially funded this court -- this project. epa and several nonprofit organizations that advocate for clean air about this proposal to disconnect shoreside power at pier 27 during the construction of the cruise terminal and the america's cup event. and through the ceqa process identified another short power project at pier 70 that could offset increased emissions that would result from disconnection of the pier 27 facility. this item does to how the court would implement the year 70 shoreside power -- how the court would implement the piers 7 shoreside power project and to rely on

i rise today to remember the reverend maurice moyer who died tuesday, march of, at age 93. reverend moyer was one of delaware's most respected and beloved citizens and a prominent civil rights leader. as president of the wilmington branch of the naacp from 1960 to 1964, reverend moyer led the fight for open public accommodation and fair housing. he was part of the 1963 march on washington. and participated in the voting rights march from selma to montgomery in 1965. reverend moyer fought tirelessly for equal rights for all and was an inspiration for everyone who knew him. he did so much to make delaware and our country a better place for all of us. it was a privilege for me to know him personally and to join his family and friends for his 90th birthday party where we celebrated his incredible life and legacy. i will always remember reverend moyer's broad smile, his strong voice, and his kind heart. my thoughts and prayers go out to his family and friends. thank you. i yield back. the speaker pro tempore: for what purpose does the gentleman from florida seek recognition? >>
