mr. airington: mr. speaker -- mr. arrington: mr. speaker, we have a great injustice that's persisted now for four decades where some of our hardest working fellow americans, public servants, in certain states, where they have nonsocial security covered employment, or to say it this way, where they have teacher retirement systems, separate from social security, or firefighter retirement system, separate from social security, so in these states, we have what is called a windfall elimination provision in the social security law which has shortchanged two million, roughly, hardworking public servants. now, some people are still getting a windfall but the vast majority are not getting what they earned and what they put into the social security system. so my colleagues, representative john larson who i serve with on wyms and i consider a dear friend, someone who i know is very passionate about fixing social security's insolvency which looms large over the next 10 years, this is but one element of what's not working in social security for

mr. burr chet: i -- he mr. burchett: i rise to honor corporal paul phelps who was 18 years old and working in the baltimore shipping yards when he was drafted in the army in 1943. he was sent to fort bragg in north carolina for basic training before being shipped to massachusetts for infantry training. he was assigned so the 107th battalion and sent to liverpool, england, 1944 and promoted to a t-5 corporal during the siege of baston and received awards. he received four battle stars from his time overseas and he stared death in the face but he doesn't consider himself to be a hero. corporal phelps married his high school sweetheart dorothy and married for 54 glorious years before she passed away with two daughters, five grandchildren, and eight great grandchildren. corporal phelps lives in knoxville and will turn 100 years old in early 2025. corporal phelps loves his country and it's my honor to recognize corporal phelps as the tennessee second district november 2024 veteran of the month. thank you, mr. speake
