daines: it was chilling for many of us who watch that unfold in the last administration and a fundamental issue on freedom of speech and expression. thank you, mr. chairman. tell me what has changed and the exempt organizations of the irs? there has been a tremendous amount of attention focused on them over the last eight years. what have you seen is a change in operation of what forms are required, the process and the answersbe able to get back from all organizations? david: from my perspective, the leadership of that division within the irs has changed. it has set a completely different tone than the tone that existed in that organization. they are interested in fair and equitable administration law. the question about how you change the culture in the irs, organization has to start at the top and it has to be driven through management and accountability. at changes to look in the forms and filing that could be made that will allow us to continue to administer the tax law and reduce the regulatory burden on taxpayers in ensure laws are being complied with by tax-exempt organizations. changes haveficant been made and continue to be considered.
